Thuan An town do well land management to meet development needs

99.18% households are granted land use right certificates

In the work of granting land use right certificates (LURCs), ownership certificates of houses and other assets attached to land, from July 2014, the town People's Committee has issued 8,943 land use right certificates, with a total area of ​​nearly 327.4 ha; The number of issued certificates increased by 117,010, 40,909 households, reaching 99.18% of the total number of households using land in the whole town and 99.72% of total area of ​​the town.

Nguyen Thanh Tam, Vice Chairman of People's Committee of Thuan An Township, said that in 2014, the town had been selected as the key area for the implementation of a project building information system for of natural resource and environment management in Binh Duong province invested by Department of Natural Resources and Environment to improve the modernizing capacity and the land management. At present, the project has basically accomplished its objectives, such as the development of a cadastral map for general use by units authorized to use the cadastral map as prescribed; building a database of land records connecting current and historical land parcels, limiting the need to keep records but still access to information quickly to serve the operation...

In addition, the town People's Committee instructed Natural Resources and Environment Office to collaborate with Land Registration Office branch, People's Committees of communes and wards to review and report cases, in which certificates have not yet been issued (for households and individuals), clearly identify the causes of outstanding problems and difficulties in issuing certificates for the first time in the locality; support land users to declare land registration; At the same time, to organize the examination, approval and issuance of certificates according to regulations.

According to the head of Natural Resources and Environment Office of Thuan An Town, from 2008 to now, the unit advised People's Committee of the town to recover the area of ​​over 346.3 ha of 63 works in the area. Regarding compensation, support and resettlement happening with land recovery, in general, the area of recovered ​​land has met the target of socio-economic development, security and defense of the locality. Regulations on compensation, support and resettlement were gradually adjusted and supplemented in line with the market economy management mechanism to better protect the legitimate interests of people, who were subject to land recovery.

The first issuance of land use certificate should be completed

Besides the achieved good results, at present, Thuan An town still face some difficulties and limitations in land state management. Mr. Tam said that the implementation of land-use planning and land use plan in the town was still low compared to the target. Specifically, the planning period was short but the target in the period of land use planning is high; some types of relevant documents were not suitable with the reality of the local. For example, waste treatment land in the planning period was 18.1 ha, but now the town achieves only 2.45 ha.

In addition, some projects in communes and wards that were approved by concerned agencies, People's Councils at the commune level were applied into their own land use planning. However, when implementing the project, the location of these projects was unsuitable. Therefore, they proposed adjusting the change of planning position, causing difficulties in state management of land planning. In addition, the quality of some planning was not high, not reasonable, lacked of uniformity between levels, not close to reality; targets were not harmonized with each type of land. Therefore, organizations and households having the need for land transferring or leasing, the changing of land use purpose will not be suitable with the planning map.

In examining, inspecting, supervising and settling disputes, complaints and denunciations related to land, although agencies and People's Committees of communes and wards of Thuan An town have made great efforts, the nature and extent of some case was more complicated, so some branches, communes and wards still violated the time limit for settlement of complaints and denunciations as compared with the law. In addition, a limited part of the people was not aware of the law, and deliberately prolonged complaints.

To improve land state manage, leaders of Thuan An Township People's Committee said that People's Committee continued to direct communes and wards to intensify the propaganda and explanation among people about the issuance of land use right certificates, thereby enhancing the awareness of land users in the implementation of land legislation. The town is striving to completely resolved dossiers of granting land use right certificates (fist time) to eligible subjects by end the year 2018. In addition, the town continues to promote the information technology application into the management of records and solve administrative procedures, upgrading the online network from level 2 or higher for ViLIS software; standardize cadastral data and continue to digitize stored cadastral records...
