17th session of the 9th Provincial People's Council to assess and decide important issues on socio-economic development

On 8 Dec, the 17th session of the 9th Provincial People's Council officially begun. This session focused on assessing the situation and implementation results of Provincial People's Council's Resolution on socio-economic development, defense and security in the province in 2020, and set out the tasks and key solutions in 2021; at the same time evaluated and decided other important issues. On this occasion, Binh Duong Newspaper had an interview with Ho Quang Diep, Member of Provincial Party Standing Committee, Vice Chairman of Provincial People's Council, about the meeting agenda.

In 2020, Binh Duong has well implemented the dual goal, which is at the same time effective disease prevention control and stimulating socio-economic development in a new normal state.

- Would you please giving an overview of the 17th session of the 9th Provincial People's Council?

- The 17th session of the 9th Provincial People's Council is a regular meeting at the end of 2020, took place in 3 days from 8 to 10 Dec. At this meeting, People's Council focused on objective and comprehensive assessment of socio-economic situation in 2020, law enforcement in the province as well as determined objectives, tasks, solutions for socio-economic growth, defense and security in 2021. At the meeting, People's Council approved provincial National Assembly's delegation report on the 10th National Assembly session; Standing Committee of Provincial Fatherland Front Committee reported on the government construction in 2020; examined reports, proposals and draft resolutions related to socio-economic development, defense and security of the province.

In particular, there were contents, such as principles, criteria and norms for allocation of public investment capital; regulation of inner-city areas of cities, towns, townships and residential areas are not permitted for animal husbandry; policies to encourage agricultural development towards urban agriculture and high-tech agriculture; policies to support the construction of new rural areas, models; standards of social benefits and subsidies; levels of support for the construction and repair of houses for people with revolutionary services; support regime for those directly involved in solving sources of crime ...

- At this meeting, what is the opinion of the Standing Committee of Provincial People's Council on the implementation of Provincial People's Council's Resolution on socio-economic development in 2020, sir?

- 2020 is of particular significance, is the last year of the five-year plan 2016-2020, the year of Party Congress at all levels, proceeding to the 13th National Party Congress. Although the international and domestic situation faced many difficulties and challenges due to the impact of Covid-19 on all socio-economic aspects, Provincial Party, People's Council, People's Committee implemented firmly measures to fulfill the dual objective, at the same time effective epidemic prevention control and stimulating socio-economic development in a new normal state.

The socio-economic situation in 2020 of the province developed and gained good results. In which there were some examples with important accomplishments, basically achieving the overall goal, making an important contribution to the good implementation of socio-economic development goal over 5-year period 2016-2020.

Besides economic development, the province mobilized 616 billion VND from many sources for the performance of social welfare, regimes and policies for people with meritorious services, social beneficiaries, the poor and workers. The whole province spent nearly 80 billion VND to support the beneficiaries and well implemented the supporting policies as stipulated by the Government before the Covid-19; job creation was estimated to reach 45,300 employees by the end of the year, exceeding the plan; rate of trained workers was estimated at 80%; the percentage of people participating in health insurance was estimated at 82%; the rate of poor households according to the multidimensional poverty line was less than 1%...

In addition to the good results, socio-economic aspects of the province still had a number of difficulties, such as enterprises had difficulties in raw materials, the number of orders decreased by 20-30% over the same period last year; some businesses lacked unskilled workers and experts; the implementation of public investment plan continued to face difficulties and problems; Inadequate urban management, urban inundation, rural inundation, and slow traffic congestion were not completely addressed; some workers and people faced difficulties due to the impact of the Covid-19.

- Sir, Provincial People's Committee developed the socio-economic 2021 plan and submitted to Provincial People's Council at this meeting. What is the opinion of Standing Committee of Provincial People's Council? Which issues particularly interest People's Council?

- Through these reports, Provincial People's Council asked People's Committee to focus on directing the development of implementation plans for 4 breakthrough programs, plans of the period, such as the five-year socio-economic development plan 2021-2025, the mid-term public investment plan 2021-2025, financial plan 2021-2025, the planning of Binh Duong province for 2021-2030, with a vision towards 2050, ensuring the quality and progress according to regulations in order to concretize the 11th Provincial Party Resolution 2020-2025 as a basis for the development and implementation of programs, plans of branches, fields and municipalities in the province in the coming time.

Standing Committee of Provincial People's Council demanded Provincial People's Committee to closely monitor and timely grasp the operation situation of enterprises; implement effectively measures to support enterprises to overcome difficulties, supporting policies, economic development stimulating packages, practically support enterprises to maintain and develop production. To remove difficulties in public investment sector, especially for key projects of the province; strive to complete the plan for public investment in 2021 according to Resolution of Provincial People's Council and direction of the Prime Minister.

Provincial People's Council proposed that Provincial People's Committee focus on managing budget collection and expenditure very closely and flexibly, exploiting sources of revenue, collecting correctly and fully, preventing revenue loss in the year 2021; to well mobilize resources to implement social security policies; strengthen the implementation of poverty reduction policies; to attach importance to job creation and vocational training development.

In addition, to well carry out the prevention and control of Covid-19, not be subjective, neglectful; well prepare resources, plans and scenarios to cope with possible situations. To pay attention to overcome shortcomings in health sector; improve material facilities, improve the quality of medical examination and treatment; overcome difficulties, ensure adequate supply of medicines and medical supplies.

To accelerate administrative reform, strengthen discipline, and heighten efficiency of state management; ensure the maintenance of social order and security; effectively implement measures to prevent and combat traffic jams; reduce traffic accidents. Provincial People's Council also asked Provincial People's Committee to continue paying attention and directing the reception and settlement of voters' opinions and recommendations, especially pressing issues.
