All-level Youth Federation’s Congress of Binh Duong province (tenure 2019-2024) need to highlight good ways and effective models

In 2019, Vietnam Youth Federation at all levels in the province convened the Congress of All-level Youth Federation tenure 2019-2024. The Congress was an occasion for all youth branches to review and comprehensively evaluate youth activities and movements in the last tenure, determine the target of the 2019-2024 period in order to build a stronger Vietnam Youth Federation.

In order for the grassroots level to hold good congresses, right at the end of 2018, Vietnam Youth Federation issued a plan and guidelines on the organization of Youth Federation’s Congress at all levels towards the 7th Congress of Binh Duong provincial Vietnam Youth Federation, tenure 2019-2024. Before organizing grassroots congresses, Standing Committee of provincial Youth Federation held 3 conferences to collect opinions and guide the implementation of activities and congress agenda from commune and ward to district, town levels. In addition, the Secretariat came to each branch to catch up, direct, and encourage grassroots-level organizations.

In the province, there are 128 facilities of Youth Federation, in which provincial Youth Federation directed 5 grassroots associations to organize 5 commune-level congresses including Lai Hung commune (Bau Bang), Tan Dinh commune (North Tan Uyen), Tan Hiep commune (Phu Giao); Di An ward (Di An Town), Tan An ward (Thu Dau Mot City). Provincial Vietnam Youth Federation also directed its branches at Di An Town and North Tan Uyen District to be the district and town’s key congresses. After the successful congresses of Lai Hung commune and Di An ward, a meeting was held to evaluate advantages and disadvantages and draw experiences in organizing the two congresses so that the following congresses could would be better. Up to now, 5 key congresses at commune and ward level have completed their organization. The whole province has 6/128 associations to organize congress.

Nguyen Tan Dat, Deputy Secretary of Provincial Youth Union, Chairman of provincial Vietnam Youth Federation, said: “The organization of key congresses of commune and ward level has ensured the rules and guidelines of Vietnam Youth Federation. However, the organization had some limitations, such as propagation and communication before congress was still weak; documents of congress were long, good practices, outstanding models of each unit were not marked out; delegates to congresses were limited in composition... These are limitations that need to be overcome in the next congresses. By August 2019, associations must complete the organization of congresses to proceed to the Congress of province level, scheduled to be on September 20 and 21”.

At the same time, provincial Youth Federation also directed associations in the coming time to enhance propagation before, during and after the congress with a variety of forms, not only focusing on central areas. The construction of documents must adhere to the resolution of Party Congress of the same level, highlight characteristics and situation of each unit, good models, must have specific data to assess criteria of the tenure. In particular, in its personnel project, it is necessary to adhere to requirements and guidelines on processes, quantity, structure, and ratio of men and women; participants of the congress must be sufficient in order for meet Youth Federation Congress at all levels to be really a festival of the youth...

Mr. Dat, Deputy Secretary of Provincial Youth Union - Chairman of Provincial Vietnam Youth Federation, said: “In order for the Congress of Provincial Vietnam Youth Federation to take place successfully, right now, grassroots associations need to complete the organization of congress, contributing ideas to documents of higher-level congresses, taking that as a basis for contributing to the provincial congress documents. On the other hand, Provincial Vietnam Youth Federation decided to set up an organizing committee of provincial congress and sub-committees to serve the congress. The subcommittees held meetings and assigned contents of the congress to each member"
