To implement the Politburo Directive 05- CT/TW on "Enhancing learning and following Ho Chi Minh's ideology, ethics, and lifestyle", Thu Dau Mot City have chosen administrative procedure reform as a breakthrough to create a clear change in the implementation. The City People's Committee directed bodies and wards to review administrative procedure reform plan to ensure effective implementation and solve the needs of people and businesses in a good way.

Phu My ward's office for receiving dossiers and returning results is now spacious and modern.

Turning towards modernity

More than 10 years after Phu My was upgraded to a ward, urban face as well as people lives here have remarkable changes. It is the efforts of the Party, government, and people in the ward to overcome difficulties. In order to meet the needs for socio-economic development, in recent years in addition to implementing resolutions of the ward and the city, Phu My Ward Party Committee has focused on promoting the implementation of administrative reforms in order to help it be more convenient for to deal with administrative procedures.

Being close to the gate of the Ward People's Committee, an office to receive administrative dossiers of Phu My is very spacious and clean. Nguyen Anh Tuyet, a resident came here to do land procedures, said that she had come here for administrative procedures many times and was very satisfied with the arrangement and quick service process here. “The staff is enthusiastic, friendly, and quite professional. Dossiers were also returned on time. I feel so good ... ”, said Ms. Tuyet.

This office of the ward was built on an area of ​​nearly 80m2, in which 50% of the area is the waiting room for organizations and individuals coming to settle administrative procedures. In order to quickly process dossiers of organizations and individuals, the ward equipped 5 internet-connected computers, 2 printers, 1 scanner, automatic number-giving machines, information search machines...

In addition, in order to serve the people, at the receiving and returning division, the ward arranged seats, television, free wifi, newspapers, drinking water. Bo Thi Minh Trang, a civil servant of Phu My ward Office - Statistics and Interior affairs, said to make it convenient for people and businesses to come and perform administrative transactions, the office was equipped with forms, declarations, writing tables, suggestion boxes; public address of receiving and handling feedbacks and recommendations of individuals and organizations.

To avoid dossier backlog

In front of Phu My ward’s head office is two striking panels hung solemnly with the content: "Party, government and people of Phu My ward actively study and follow Ho Chi Minh's ideology, ethics, and lifestyle" and "Enhancing the effective implementation of OSS mechanism at State administrative bodies".

These two not only propagated the studying and following Uncle Ho but also expressed the determination of ward leadership and civil servants in resolving administrative problems for the people. That consciousness and determination made a good impact on the process of administrative dossiers resolving for people and businesses. In 2018, the office received and solved 24,170 records, of which only 1 record was delayed for objective reasons, reaching the settlement rate of 99.99%. Ms. Trang said that they strived to solve most of the files on time. If a dossier is inadequate, civil servants promptly instructed the people to supplement the dossier, not leave backlog.

At present, the division of receiving and returning dossiers of Phu My Ward is managed by 5 civil servants, including 1 head, 1 official of Office - Statistics, 1 non-professional officials, and 2 contract employees. For a ward with a fast pace of economic and urbanization development like Phu My, the pressure of dossiers at this division is quite large. However, with the determination "Respecting people, near people, understanding people, learning from people, and being responsible towards people" according to Ho Chi Minh's words, officials and employees of this division and paid results worked enthusiastically.

“Most civil servants working at the ward People's Committee are still young, enthusiastic, dynamic, capable, and qualified to meet job requirements. They always work with high spirit and responsibility for assigned works, regularly monitor and follow the administrative reform plan... ", said Pham Van Nong, Chairman of Phu My ward People's Committee. He also  informed that the settlement of administrative procedures in the ward was always open, transparent, disciplined. Since then, the modern OSS mechanism has operated effectively, reduced waiting time for results of organizations and individuals, contributing to heightening satisfaction level of people and organizations with administrative reform.
