Ben Cat Town qualified as grade 3 urban area

The project of improving the quality of urban renewal works in the period of 2016-2020 has been implemented for 2 years, Ben Cat Town, up to date, has been qualified as a grade III urban area and striving to reach grade II urban center before 2020.

The overall objective of the Project on Improving the Quality of Urban Renovation Work for 2016-2020 is to continue building Ben Cat Town into a green, clean and beautiful industrial city as well as a center of urban, political, economic, cultural-social, defense-security center of the province. The project aims to build Ben Cat urban center up to grade II before 2020, creating a driving force for the northern region, contributing to raising the material and spiritual life of people and to increasing on the socio-economic development of the province; building synchronous infrastructure. The project also aims to ensure sustainable urban development and effectively exploit local resources such as land resources and human resources to ensure social order and security and environmental protection. Ben Cat Town is developed into a big center of education, training, culture and sports, meeting the needs of learning, recreation, entertainment and tourism.

Nguyen Hoang Thong, Standing Deputy Secretary of Ben Cat Party Committee, assessed that, over 2 years of implementing the project, the Urban Management Department, the Standing Committee of the Project Steering Committee and the ward basically perceived the role and responsibility in implementing the project. According to the roadmap, by 2018, Ben Cat Town will be recognized as grade III urban center with synchronous technical infrastructure, creating a solid foundation to continue with the conditions to become the current satellite for Binh Duong Smart City after 2020. At present, Ben Cat Town has become a Grade III city with 5 criteria of 86.68 out of100 points.

It can be affirmed that over the past time, the work of embellishing and managing urban order in towns and wards has gradually gone in depth, suitable with the development of the town. Party committees, authorities and people of wards have mobilized a lot of resources to invest in developing socio-economic infrastructure, urban renewal and environmental sanitation so as to step by step perfect the system of infrastructure works in the area. This has changed the appearance of Ben Cat Town into a spacious and more modern town.

From the beginning of the term, Ben Cat Town has constructed 142 traffic routes with a total investment of over VND 161 billion; 58 routes have been repaired and 7 upgraded; lighting has been invested for 21,68km of road; the water supply rate has improved as the percentage of households with water supply increased by 59.9% compared to 2015; waste disposal and environmental sanitation are regularly collected and processed. With the support of enterprises, Ben Cat Town has built a conference center and square and upgraded the 30-4 Street with total cost of nearly VND 100 billion, creating a change in the appearance of open and modern urban landscape. Many schools have been built with total cost of nearly VND 200 billion from socialization resources.

Notwithstanding the results, the process of project implementation holds some limitation. Some important roads have not been maintained; Rural roads and inland traffic has not been asphalted or concretized on schedule; sports and cultural institutions have not been properly invested. Local inundation occurs frequently in the rainy season; environmental pollution caused by illegal discharge in the area and waste water of the household has not been thoroughly processed.

Nguyen Hoang Thong added that during the implementation of the project on upgrading urban renewal in 2016-2020, departments and wards will have to continue studying and designing solutions. Firstly, it is necessary to assess the situation properly, consult the project in accordance with the master plan for socio-economic development of Ben Cat town to 2025; the problem of waste disposal with effective and feasible solutions should be completely resolved. On the other hand, the authorities and functional departments should propose solutions to flooding in urban areas; firstly, the sewers should be dredged and for long term, construction of reservoirs should be made to adjust the flow as local inundation is also affected by the upstream. At the same time, the town will definitely settle the spontaneous residential areas on the basis of meeting the minimum conditions of the environment and infrastructure. The most important thing is to raise awareness of people involved in urban development.
