Binh Duong and Tay Ninh provinces in experience exchange and cooperation possibilities

Early December 15, the working delegation of Tay Ninh Provincial Party Committee led by Tran Luu Quang, the member of Central Committee of CPV cum Secretary of Tay Ninh Provincial Party Committee and Head of Tay Ninh Provincial NA Delegation visited for researching and exchanging experience of the model of investments into industrial and agricultural development with high-tech application and some fields of concern of both provinces. Local Head of NA Delegation and officers of local People’s Committee, departments, sectors, districts, and Thu Dau Mot City received and worked with the delegation.

To focus on growth quality

At the working session, local Party Committee Secretariat generally reported socio-economic status, national defense and security, and Party construction of Binh Duong Province in 2017, marking 20 years of construction and development under Binh Duong Provincial Party Committee’s leadership and supervision of Provincial People’s Council, departments, sectors, and people strata for constant socio-economic development. Gross Regional Domestic Product (GRDP) is estimated to increase by 9.15%; GDP per person is at VND 120 million; the structure of industry-service-agriculture-product allowance reduced income tax is respectively 63.99%-23.68%-3.74%-8.59%.

In 2017, industrial production in the province continues to grow in quantity, bringing great value, contributing to important socio-economic development of the province. Enterprises have maintained good production and business activities, maintaining the growth momentum, meeting the needs of domestic and foreign markets. According to the Binh Duong province's industrial development plan up to 2020 and the orientation to 2025, there are 6 priority industries for development such as mechanics, electronics, chemicals, supporting industries and agricultural products processing, food, and construction materials. In order to continue to develop at a high speed and improve the quality of industrial development by 2025, towards a rational, dynamic and highly industrialized structure with high added value and especially to be ecologically friendly to the environment, Binh Duong province shall synchronously implement solutions such as: continual investment in the development of industries in the direction of diversifying products, attaching importance to high-tech industries, promoting supporting industries, developing mechanisms to encourage enterprises to intensify and promote in-depth investment and technology renewal in order to raise the value-added ratio and competitiveness of products , speeding up the construction of infrastructure of industrial zones and clusters to be planned invest in, increasing the occupancy rate and create linkages to the southern key economic region.

Regarding agricultural development, the province has 901 farms and 4 hi-tech agricultural areas. The value of agricultural production is about 91 million Vietnam dong per hectare per year. For high-tech application to citrus trees, the income is about 1 billion Vietnam dong per hectare per year.

To consider cooperation programs

At the meeting, representatives of Departments of Industry and Trade, Department of Transport, Agriculture and Rural Development (MARD), and Department of Natural Resources and Environment (DONRE) of Binh Duong and Tay Ninh provinces exchanged experience as well as cooperation in development in the coming time. Vo Duc Trong, Director of the Department of Agriculture and Rural Development of Tay Ninh province highly appreciated the policy of restructure agricultural sector of Binh Duong province in the recent time, especially the development of hi-tech agriculture, bow. Comrade Vo Duc Trong said that the quality of citrus fruits in Binh Duong is now well-known and popular among domestic and foreign customers. It is expected that in the coming time, Binh Duong Department of Agriculture and Rural Development will support and assist Tay Ninh in developing hi-tech agriculture, citrus and especially for facilitating the export of agricultural products. Mr. Nguyen Tan Binh, Director of Binh Duong Department of Agriculture and Rural Development, is ready to facilitate and support information as well as issues related to high-tech agricultural development and citrus orchards development. Tay Ninh Department of Agriculture and Rural Development, at the same time will study to link in selling products.

In the field of industrial development, Nguyen Van Hung, Standing Member of the Provincial Party Committee, General Director of the Industrial Development Investment Company (Becamex IDC) highly appreciated the industrial development of Tay Ninh province. The General Director of Becamex IDC said that one of the factors that helped Binh Duong to develop its industry effectively in the past time is to build long-term planning and respect for the central, regional and provincial planning. “Becamex is willing to support and share industry development experience in Tay Ninh province," said General Director Nguyen Van Hung.

Pham Van Tan, Chairman of Tay Ninh People's Committee also proposed to study and support the development of Tay Ninh province. He also proposed Becamex IDC to extend the route of My Phuoc - Tan Van to Dau Tieng district to connect to Tay Ninh, facilitating transportation development for the province. The Chairman of Tay Ninh People's Committee also expects the two provinces to develop comprehensive cooperation programs, especially in the fields of industrial zone development, high technology agriculture, organic agriculture and human resource development. Agreed with the opinion of the Chairman of Tay Ninh People's Committee, Mr. Tran Thanh Liem, Chairman of Binh Duong People's Committee, said that in the coming time, the provincial People's Committee will assign the Department of Planning and Investment Together with the departments of the two provinces and based on the specific conditions of each locality, it will be unified to formulate programs and sign cooperation agreements for development.
