Binh Duong Customs to effectively implement measures of budget revenue increment

Thanks to the synchronous implementation, effective solutions to increase budget revenue combined with the implementation of the key tasks set out from the beginning of the year, by the end of September, Binh Duong Customs Department has implemented budget revenue of VND 8,379 billion, reaching 74.8% of the plan assigned by the Ministry of Finance and reaching 72.86% compared to the target of the provincial People's Council in 2017.

Increased revenue

In the first 9 months of 2017, the total import-export turnover of the whole province increased by 13.08% over the same period of 2016, reaching USD 26.949 billion; exports totaled at USD 14.997 billion and imports USD 11.952 billion. At the same time, Binh Duong Customs Department has implemented e-customs procedures with the total number of enterprises registered for procedures of 5,104, increased by 11.91% over the same period in 2016; of which, enterprises in the province are 2,920 (increased by 12.87%), enterprises outside the province are 2,184 (increased by 10.64%). Total declarations made at Binh Duong Customs Department were 895,353, increased by 17.97% over the same period of 2016; of which 561,546 declarations were for exports and 333,807 imports.

The results show that the increase in revenue is not only due to the increase in total import and export value of the province over the same period but also a sharp increase in the number of customs declarations (increased by 11.91%). Of the increment, the number of enterprises in the province increased by 12.87% and the active participation of businesses outside the province by 10.64%. This shows that the reform of administrative procedures to improve the investment environment and business production of the province have not only been favorable for businesses in the province but also strongly attracted enterprises outside the province to Binh Duong open declarations and customs procedures.

Continual customs procedure reforms

The need to reduce inspection time and speed up the clearance of goods, helping businesses increase production capacity and competitiveness has always been Binh Duong Customs attention by implementing many reformed and modern solutions, brining positive results through synchronous solutions. Specifically, its management of import and export goods outside the industrial park has verified 3,840 containers under 2,628 customs declarations. Through the screening, the inspection team detected 18 cases of violation, acquiring the amounts of fines of nearly VND 161 million to the budget.

For post- clearance inspection, the Binh Duong Customs office has synchronously deployed measures to limiting mistakes and breaches of enterprises. Throughout the implementation, many enterprises have strictly complied with the law in import-export activities, maintaining internal self-control and ensuring coordination in the management of customs throughout the customs clearance process. In addition, the activities of the online consultancy group and the group of 2-level problem solving continue to be maintained and operated effectively; together with that, public administrative procedures of the Department including telephone numbers of leaders of the Department for access of enterprises are available online as enterprises need consultation, guidance, or resolution to related difficulties and problems.

On the website of Binh Duong Customs Department, question and answer section is also available to receive and respond quickly to problems of enterprises and customs declarants. The unit also maintains and enhances the efficiency of the surveillance camera system at all 7 subordinate customs divisions so that leaders of the department and enterprises can supervise the work of customs officers. Each division has a feedback box in accordance with the regulations.

The implementation of public services on the website of Binh Duong Customs Department has now come to a stable state facilitating enterprises to cut down time and costs. To date, the department's online public affairs software has received 1,114 public service records. Leaders of the Department would like to pass this service to reduce costs for businesses, helping them supervise the operation of customs, thereby improving the transparency of the customs.
