Binh Duong Smart City in 2021: Resources concentrated to implement breakthrough projects

In order to continue executing fundamental projects and building projects for the next phase, completing the "Triple Helix" model, laying the foundation for the future, Binh Duong Smart City's Management Board issued a implementation plan of Binh Duong Smart City project in 2021.

Provincial Department of Construction has held a training of using and handing over databases, mining management accounts and updating databases on geographic information systems and specialized construction software.

Four main points in 2021

Over more than 4 implementation years, Binh Duong Smart City project gained encouraging results, deeply and widely impacted on many aspects of provincial social life, contributing to the outstanding development of Binh Duong. The project has been realized by specific plans, widely distributed to important components in society.

According to the 2021 plan, Binh Duong Smart City project has 12 key project clusters, of which the construction of Binh Duong Smart City project is completed in 2021-2026 period, especially focus on updating new programs and planning for Binh Duong Innovation Region. Four key areas in 2021 are to create a premise for 2021-2026 period, including: To overcome middle-income trap (building scientific and technological industrial parks; boosting innovation eco-systems); to narrow the gap between industry and services (accelerating the construction of World Trade Center Binh Duong New City; approving the construction of a test zone for cross-border e-commerce); urban and transport infrastructure, technical infrastructure, human resource development.

Dr. Nguyen Viet Long, Acting Director of Department of Science and Technology, Director of Binh Duong Smart City Office, said that to continue implementing the project as well as maintain the international community's recognition of the ICF top 21 and advance towards ICF top 7, it requires a great deal of consistency and supports among all elements of society, especially the three parties of Triple Helix model (State, universities and enterprises). Each element will be able to contribute depending on their role. The State should continue to play the role of creating and promoting public investment projects. The engagement of the State is a great impetus for entrepreneurs - the main factor on the economic development front. Educational institutions is a major factor on the front of human and scientific technological development. All must be demonstrated by specific projects to create an early impact for society. On the other hand, after its rapid growth, Binh Duong is facing major challenges that need to be solved, such as personal income trap, unbalanced economic development, a large gap between industry and services, overloaded transport infrastructure increases costs of investors as well as challenges in training and attracting human resources. In order to gather resources for breakthrough projects and addressing the above challenges, while continuing to strengthen its position in the international arena, Binh Duong has planned for an innovation zone. This is the center of the next phase of Binh Duong Smart City project.

To enhance the application of GIS model

In 2021, the province strives to develop technical infrastructure, drastically set up Smart City's Management Center, which is able to connect all peripheral devices, provide data, handle emergency problems and centrally operate according to the process of collecting, processing information, forecasting situations and implementing actions in the fastest way, contributing to creating a living and working environment. Currently, Binh Duong leads the country in geographic information system (GIS) with digitized data of planning maps throughout the province, while enhancing state management and sharing information publicly and transparently with people via mobile phone apps for planning, housing, real estate... Application of GIS model is one of the four key contents of the Binh Duong Smart City project in 2021.

Department of Construction has held a training on using and handing over databases, accounts for management and exploitation, and updating the database on the geographic information system and specialized construction software. Huynh Pham Tuan Anh, Deputy Director of Department of Construction, said: “Department of Construction implemented the project and gained positive results on unified database management - multitasking - multi-application - multi-user, integrating and building specialized construction software on WebGIS platform. In order for databases to be regularly updated, the department handed over databases and accounts to manage, exploit and update databases on the system”.

Reporting to Provincial Party Committee, Vo Hoang Ngan, Director of provincial Department of Construction, said: “The department has deployed GIS and software specialized in construction, up to now planning maps has been digitized. The department has collaborated with localities to update databases on this software, and built an urban development program in sync with the smart city project. In the coming time, Department of Construction will continue applying GIS model in the construction sector in 2020-2022 period; 3D-GIS application and 3D-city models in urban management and construction activities in Thu Dau Mot city”.

This is an IT application project in GIS area with the goal of building a spatial database and software supporting data exploitation to serve state management of construction planning and urban technical infrastructure. This project will step by step standardize, collect all data, and fully consistently store construction data on the shared data center of Binh Duong province.

Geographic Information Systems (GIS - Geographic Information Systems), one technology useful in the management and integration of urban data with geographic coordinates (maps) with other data types to turn them into useful information to help managers in site selection, infrastructure management, providing urban services in a reasonable manner... The system is installed on the shared data center of Binh Duong province and provides data services at: www.gisxd.binhduong.gov.vn. The system is built on all 3 platforms: Desktop, web and mobile phone. Each platforms targets each specialized divisions of departments and branches, People's Committees of districts / towns / cities, and enterprises / residents wishing to use construction planning and technical infrastructure data.
