Helping vocational education institutions understand the content of Circular 28/2017 / TT-BLĐTBXH on regulating the quality assurance system of vocational education institutions, Department of Labor - Invalids and Social Affairs (Labor- TB&XH) has collaborated with the Department of Vocational Education Quality Assurance - General Department of Vocational Training (Ministry of Labor, Invalids and Social Affairs) to organize training and guidance for vocational education institutions in the province. Here, representatives of vocational education institutions are provided with an overview of quality management, how to build and operate quality assurance systems and methods of self-assessment of vocational education quality.

According to the Vocational Training Quality Assurance Department, not all vocational school leaders are fully aware of the meaning and role of building their quality assurance system. This is also one of the reasons that the quality of training of vocational education institutions is not as expected. Therefore, building a quality assurance system at vocational education institutions is an urgent requirement set in this period. This policy has been included in many important documents such as vocational development strategy for the period 2011-2020, the project of building 40 high quality schools by 2020 of the Government and decisions of the Ministry of Labor - Social Sciences and Technology on the use of the target program for the period of 2012-2015.

In accordance with Circular 28, vocational education institutions must comply with the current regulations, ensuring compliance with the objectives of training and expressing the vision, mission, strategy, planning of development of vocational education institutions in each stage.

Mr. Pham Van Tuyen, Deputy Director of the Department of Labor, Invalids and Social Affairs, said that Circular 28 was issued as an important legal basis and also a guideline for vocational education institutions, especially schools. colleges and intermediate schools build a quality assurance system within the school, improving the autonomy and self-responsibility of the school in ensuring the quality of training. Quality assurance is a continuous and unstoppable process, requiring schools to build a quality assurance system in accordance with the conditions and orientation of the school, maintaining the operation of the system. , carry out assessment and continuous improvement of the quality assurance system to constantly improve the quality of training, affirm the brand and reputation of the school in the trend of competition, integration and globalization.

Trained and guided by steps of Circular 28, vocational education institutions have boldly changed and found new directions for themselves, besides improving the quality of teachers, and changing new ways of teaching students, changing policies. Mr. Tran Hung Phong, Rector of Vietnam - Singapore College, said that in order to proceed with the work of quality assurance, the school invited trainers to ensure the quality of vocational education to provide basic knowledge. quality assurance within the vocational education institution for all officials and employees. The school developed a plan to implement the quality assurance system process for the units, the content assigned to the quality assurance units in 2019; assess the implementation of construction, quality assurance works; implementing processes for the 2019-2020 school year from September 2016. Besides, the school also pays great attention to the quality of professional activities, the quality of teaching and learning hours, and increasing the application of information technology in training. The school has developed a plan to send teachers to practice, study, improve professional skills; focus on training and retraining of young teachers according to the development orientation.

Also in Vietnam - Korea College Binh Duong has also developed a plan "Building, operating, evaluating and improving the quality assurance system for the period of 2018-2020". Mr. Nguyen Thanh Tri, Principal of the school, said the target set, by 2020, the school will complete the construction and operation of the quality assurance system, carry out the evaluation and improvement of the quality assurance system, aiming to meet the quality standards of vocational education institutions.
