Competitiveness improvement to meet development needs - Part 3

In many years, Binh Duong has been mobilizing and promoting resources inside and outside the province to invest in building  synchronous and modern transport infrastructure in order to encourage investment attraction and successfully build smart transport infrastructure, smart city in Binh Duong.

The province continues to lead in infrastructure index

In recent years, Binh Duong has applied creatively and effectively the Party's undertakings and the State's laws; called upon for resources inside and outside the province to invest in the construction and development of transport infrastructure in order to create the foundation and motivation for economic growth. In the 2016-2020 period, the province invested in completing and put into use 433.6 km of roads at all levels and 9 bridges, meeting the travel demand of people and guarantee convenient freight transport.

Along with Highway 13, My Phuoc - Tan Van, My Phuoc - Bau Bang, DT741, DT743, DT746 cluster (section from Tan Phuoc Khanh bridge to Ring road 4), specialized road system in industrial, urban, and residential zones have also been invested by corporate capital, creating a strength in investment attraction, making Binh Duong's economy shift strongly. Apart from projects invested from socialization fund, Binh Duong invested in some key projects with state budget, such as: DT744, DT745, DT747A (from Ba Nghia slope to Cong Xanh), 7A Street in Ben Cat Town, Pham Ngoc Thach Street in Thu Dau Mot City, Muoi Muon Street in Tan Thanh, Thoi An Road and Bridge, and Thu Bien Road and Bridge, Bach Dang Bridge... These works have contributed to synchronizing the road traffic infrastructure in the province, creating inter-regional connections, attracting investment resources, meeting the demand for general development, at the same time creating a spacious urban appearance.

Nguyen Anh Minh, Director of provincial Department of Transport, said: “Currently, transport infrastructure system of Binh Duong has been built comprehensively. The province is acknowledged to have a good transport infrastructure in Southern key economic region and the country. The synchronous transport infrastructure system has become the foundation, creating favorable conditions in inviting domestic and foreign businesses to invest in Binh Duong province, contributing to the economic growth rate of the province. is always in the top of the whole country”.

The good results gained in transport infrastructure are an important factor for Binh Duong to become a locality having the leading infrastructure index in the country for many years. Mai Ba Truoc, Director of Department of Planning and Investment, said that in the 2016-2020 period, under the leadership and direction of Provincial Party Committee, Provincial People's Council, and the administration of Provincial People's Committee, disbursement results of the province achieved good results, annually met and exceeded targets assigned by the Central government. Public investment capital has been prioritized for key and important projects, compensation and site clearance projects, projects that cannot directly payback, creating a spillover effect to attract non-budget capital sources into developing infrastructure.

Investment in the planning and development of key traffic axes inside and outside the province, between urban centers and residential areas; upgrading, expanding, new construction and urban renovation received much attention. These results have contributed significantly to an increasingly comprehensive and modern transport infrastructure system.

To build smart transport infrastructure

Smart transport infrastructure is one of the new breakthrough strategies of the Binh Duong smart city project in 2021-2025 period and has been carried out by the province in 2021. Dr. Nguyen Viet Long, Acting Director of provincial Department of Science and Technology, Director of Binh Duong Smart City Office, said: “Transport - logistics is a prerequisite for the province to develop in the new era. In particular, the province focuses on building railway and river way systems, upgrading road infrastructure combined with smart logistics. This is one of the most essential keys in regional linkage, particularly the Southern key economic region, in order to reduce road traffic pressure, reduce production costs and transit time”.

Also according to Dr. Nguyen Viet Long, in 2021, Binh Duong also focus on building smart transport infrastructure and smart logistics. Currently, the province is directing the research on logistics development strategy in Binh Duong in the new phase; cooperates with businesses, organizations, Vietnam Logistics Research and Development Institute to implement.

In addition, Binh Duong applies the TOD - urban development model by relying on public transport hubs in order to develop urban area chains integrated with the construction of BRT routes, inter-regional traffic; continues to upgrade the road traffic system, develop solutions to manage and upgrade existing roads to deal with traffic congestion. The province continues to invest in the construction of North-South, East-West traffic axes to complete Ring roads, main arterial roads of Binh Duong to connect intra-provincial and inter-provincial traffic.  Besides, the province focuses on high-quality infrastructure, telecommunications, information technology, digital - broadband. 

 Dau Anh Tuan, Head of Legal Department, Vietnam Chamber of Commerce and Industry: Binh Duong was the leading province in infrastructure index 2019 and has also been the province that continuously led this index across the country for many years.  Since its re-establishment in 1997, Binh Duong has soon focused on developing a synchronous transport system, infrastructure of industrial parks in combination with urbanization to boost socio-economic growth. With 29 industrial parks, many of which are of good quality, Binh Duong has attracted many large enterprises and multinational corporations coming here to make investment.

Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, Head of Executive Board of Binh Duong Smart City: Binh Duong is directing the construction of a new project for the next phase by continuing projects set out of 2020. Accordingly, Binh Duong will invest in a complete science - technology industrial park; continue the construction of transport infrastructure, reduce logistics costs, start the WTC BDNC project to be a driving force for further development in the coming years.

Yamada Takio, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam: Binh Duong has a modern and cmprehensive investment infrastructure. This is a favorable condition for corporations to come and invest in Binh Duong. In the coming time, I will continue to be a liaison that promotes the extensive strategic partnership between the two countries, and at the same time introduces Binh Duong's investment environment to Japanese partners, assist Binh Duong in implementing strategic key transport projects in the Southern key economic region to facilitate the sustainable development of Binh Duong's economy.
