Creating motivation for smart city construction

Since 2017, Binh Duong has implemented smart city construction project and achieved some important results, contributing to create momentum for accelerating the process of smart city construction.

International cooperation enhanced

According to experts, smart city construction is a new mission in Vietnam. In Binh Duong province, in order to approach and speed up the process of smart city construction, Management Board of Binh Duong Smart City has continuously connected and expanded their cooperation with many provinces, cities, companies, institutes, and universities in the world. In 2017, Binh Duong expanded its cooperation relationship with Eindhoven (the Netherlands), Emilia Romagna (Italy), Chaiyi City, Taichung of Taiwan (China), World Smart Community Forum (ICF), World Technopolis Association (WTA) ... creating closer and more intimate cooperation relationships in many aspects.

In addition, the province cooperated with many universities and research institutes such as Portland State University (USA), Chunghua University, Fraunhofer Institute (Germany), Eindhoven University of Technology (Netherlands) ... In particular, Binh Duong officially comprehensively cooperated with ITRI Institute of Industrial Technology (Taiwan, China) - the largest and most important scientific research institute in Taiwan, to cooperate on technology transfer, human resource development, science and technology industrial zone development.

In parallel with that, regarding technology for the smart city construction, Binh Duong province cooperated with big corporations in Vietnam and abroad such as Philips, Bosch, NXP, VNPT, Viettel, FPT…

Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Binh Duong People's Committee, confirmed that the cooperation between Becamex IDC and ITRI was a new turning point for the development of the cloud computing technology and hi-tech services for Binh Duong smart city.

Developing the brand of Binh Duong smart city

To position the brand of Binh Duong smart city, the province participated in national and international conferences, forums, scientific seminars. In 2017, leaders of Management Board, Office of Binh Duong smart city participated in more than 20 international forums, scientific seminars, including national seminars, world prestigious forums, such as ICF Forum, United Nations World Urban Forum...

On mass media, many articles, TV reports about Binh Duong smart city were intensively propagated on newspapers, TV channels inside and outside the province, prestigious scientific journals, especially at large events, such as the one published at Asia-Pacific Economic Cooperation (APEC) Forum in 2017 in Vietnam.

In 2017, Binh Duong registered to be an official member of ICF. Although we did not won ICF Smart21 title last year, Binh Duong received the encouragement of ICF and many provinces, cities in the world. Through the application and receiving results from ICF, Binh Duong learned valuable experiences, had an opportunity to compare ourselves with other wealthy provinces and cities in the world, identify our strengths and weaknesses. Meeting the requirements of ICF is also creating important conditions for the construction of Binh Duong smart city.

Development of start-up ecosystem

In 2017, in Binh Duong, many programs and laboratories were formed towards Binh Duong smart city project, such as Philips Technology Laboratory - EIU Lighting Lab constructed by Philips Lighting in cooperation with Eastern International University; E-Bike program, electric motorbike model piloted in the cooperation framework between Vietnam-Germany University and Bosch Vietnam... and many scientific research projects have been implemented.

In addition, in 2017, a start-up ecology system was established. One example is the business incubator of Eastern International University with modern material facilities, is operated according to international models (now have two groups). At the same time, Department of Science and Technology's Center for Start-up and Innovation Support was approved; Thu Dau Mot University set up Start-ups’ Club...

Professor - Dr. Jonathan York, mentor of Start-up and Innovation at EIU, said start-up is a strategic step of EIU. For students, the major of Start-up and Innovation equips students with more creative thinking, better leadership, and greater contribution to the economy. For the community, starting a business will be a driving force for innovation and job creation, especially while Binh Duong is building a smart city.

Dr. Nguyen Viet Long, Director of Binh Duong Smart City Office, said that in recent years, thanks to the attention, leadership, direction of Provincial Party Committee and provincial People's Committee, Binh Duong Smart City project basically completed the phase of setting up its foundation, specifying strategy, performing breakthrough projects, and was starting a new phase. Accordingly, the office will launch specific projects in a comprehensive and synchronous manner with the participation of the whole system, thereby creating a breakthrough for socio-economic development.

In order to carry out the project in a realistic manner, Management Board of Binh Duong Smart City project issued an implementation plan of the project in 2018. Accordingly, the Board enhances the implementation of "Triple Helix" cooperative model in many fields; instructed Department of Foreign Affairs to cooperate with Office of Provincial People's Committee, Becamex IDC, Office of Smart City, and relevant units to counsel, organize major events of smart city in Binh Duong 2018, such as: celebrating the 20th anniversary of WTA, the 3rd Binh Duong Smart City conference... In 2018, Binh Duong will officially apply for joining ICF Smart21; strive to achieve better scores in all aspects, improve low points, and utilize strengths according to ICF experts.
