Efforts made to ensure collection at Binh Duong provincial Department of Tax

While the Covid-19 epidemic severely affected production and business activities in the fields, by many measures and solutions, Binh Duong provincial Tax Department has not only completed but also exceeded the projected budget revenue collection.

Efforts are made from the beginning of the year

In 2021, the State budget revenue estimation of Binh Duong tax department as assigned by the Ministry of Finance would be VND 42,676 billion which is not higher than in 2020. However, to fulfill the collection requirements is very difficult because of the internal and objective situations as many challenges and difficulties persist.

Nguyen Minh Tam, Director of Binh Duong provincial Tax Department, said that in order to ensure the budget revenue to sustain the progress and exceed the project estimation, the tax department has asked the affiliated units to follow the requirements and perform the appropriate tasks well in accordance with reality and of high feasibility. According to Tam, 2021 is the first year of implementing the 5-year socio-economic development plan (2021-2025), which is of great significance while the Covid-19 epidemic is forecast not to end at any time sooner or later and would negatively affect the economy and the state budget revenue collection. Therefore, in the early days of 2021, Binh Duong provincial Tax Department has deployed 5 groups of key tasks and 8 groups of working solutions for the year. In particular, the main solutions are to implement the government's resolutions on major solutions to direct and administer the implementation of socio-economic development plans and state budget estimation to resume the tasks and major solution services to improve the business environment and enhance national competitiveness.

Currently, the tax department is strengthening propaganda and support to taxpayers by organizing regular dialogues with taxpayers to promptly remove difficulties, problems, and clear and specific policy responses to make investors confident and trust. Continual direction is made to sub-departments and sub-divisions to promptly review and evaluate factors affecting state budget revenues in the province. The situation of tax declaration and payment will be promptly grasped up to extend promptly and direct collection. At the same time, well performance of the analysis and forecast are to fully assess the impact of the epidemic situation, to implement new policies, and to strengthen tax debt inspection and management.

Tasks of former year fulfilled

In 2020, before the unpredictable developments of the Covid-19 epidemic, economic activities in the province have been severely affected. The budget collection of Binh Duong has faced many challenges and difficulties. According to the statistics of Binh Duong provincial Tax Department, as of the second quarter of 2020, the budget revenue collection in the whole province has reached VND 21,633 billion, meeting 48% of the yearly estimation. Based on the tax collection revenues in the first 6 months of the year, it was very difficult to reach the assigned State budget revenue collection of VND 45,051 billion in 2020. Under such context, Binh Duong provincial Tax Department has actively implemented solutions to support businesses and business households by continual promotion of administrative procedure reforms to facilitate the government's support packages and solutions for businesses, organizations and individuals affected by the epidemic by ensuring transparency and rightful support.

By flexible efforts and solutions, in 2020, the total state budget revenue of the tax department was VND 48,552 billion VND, meeting 107.7% of the assigned estimation and as much as 112% over the same term. Of the total revenue, 7 out of 16 revenue categories have been completed and exceeded the estimation, including revenue from foreign invested enterprises at 105.6%, revenue from land use fees at 210.9%, revenue from land rental at 221.9%, non-agricultural land use tax at 120.1%, environmental protection tax at 107.8%, and other budget revenue at 226.3%. The highly over-estimated revenue has offset the deficit from production and business activities.
