Ensuring supply of goods in all pandemic situations

Following hard the developments of Covid-19 pandemic and anticipating situations from the pandemic, provincial Department of Industry and Trade has set up a plan supplying essential goods for emergency response. All aim to ensure the balance between the local supply and demand of goods in any pandemic situations.

Continuous supply

According to Phan Thi Khanh Duyen, Deputy Director of provincial Department of Industry and Trade (DoIT), in the face of new developments of the pandemic, provincial DoIT has set up many supply plans in order to ensure the supply of essential products, stabilize the market at people’s needs for shopping, contributing to guaranteeing social welfare and stabilizing the local socio-economic situation. Provincial DoIT has also worked with the local enterprises and asked for them to ensure the reserve and supply of goods as required. If the Covid-19 pandemic develops complicatedly, enterprises will supply goods under the regulation of functional agencies at people’s needs.

In case of the pandemic getting complicated with social distancing required under the Prime Minister’s Directives No.15 and 16, provincial DoIT has made a proactive plan with the supply of goods. All aim to help limit mass gatherings and provide essential goods for quarantine zones in each locality. In addition, provincial DoET will mobilize all resources, advise provincial People's Committee on providing preferential loans for enterprises participating in market stabilization, those manufacturing medical masks to stockpile goods and raw materials, ensuring their continuous production and supply activities.

If the pandemic spreads with many isolation areas, provincial DoIT will coordinate with the People's Committees of districts, towns and cities to direct supermarkets to supply essential goods at people’s needs. Enterprises to stabilize the market need to fully prepare the supply of goods in excess of 50% - 100% compared to the normal level. The People's Committees of districts, towns and cities need to continue instructing market management boards, enterprises in this field to strengthen inspection, proactively coordinate with functional agencies to  strictly and promptly handle cases of speculation, hoarding of goods, unreasonable price increase.

Upholding community spirit

For more urgent situations, based on the developments of the pandemic, provincial DoIT will consider policies on mobilizing and distributing goods sources in accordance with specific mechanism and emergency response, and then submit them to provincial People's Committee for decision. Specifically, the province will provide rice from stockpiles with the selling price prescribed by provincial Department of Finance and DoIT, or give free support for workers who have lost their jobs.

In this situation, provincial DoIT will further uphold its community spirit by proactively coordinating with provincial Department of Finance and Department of Agriculture and Rural Development to find solutions to stabilize the market and supply goods in a timely manner. Enterprises that are eligible for preferential loans must stockpile goods and raw materials to ensure continuous production and supply, and conduct sales in quarantine and blockage areas. Provincial DoIT will also propagandize and encourage people to make shopping via e-commerce distribution channels; coordinate with provincial Department of Agriculture and Rural Development to preside over the concentration of agricultural production on a large scale in rice cultivation, animal husbandry…

Mrs.Duyen emphasized that in any urgent situations, province-based enterprises manufacturing essential goods need to promote their sense of responsibility to the community, accompany provincial DoIT to deploy solutions to stabilize the market and supply goods in a timely manner. They also need to promptly reflect their difficulties and propose support policies from the State, ensuring on-site reserve of goods and raw materials.

The local sector of industry and trade is taking drastic measures to ensure adequate supply of essential commodities at stable prices to serve consumers. Specifically, the sector has actively worked with supermarkets and convenience stores such as Saigon Co.op, MM Mega Market, Vinmart... on stockpiling and supplying goods to the market. Accordingly, they have committed to ensure continuous and abundant supply of goods from now to year-end. Provincial DoIT has also required businesses to ensure adequate, continuous and smooth supply of petroleum, essential food, face masks, hand sanitizers …in any developments of the pandemic.
