Enterprises should actively cooperate to improve labor quality

Strengthen links between enterprises - universities

Phan Le Diem Trang, Vice Chairwoman of Binh Duong Textile and Apparel Association, said that training programs of schools and the actual needs of enterprises had many distances. Laborers in the textile and garment industry are both redundant and deficient, especially the design and management team. Proposing solutions for the textile industry, Ms. Trang said that universities should closely link with businesses when developing training programs. This will help students after graduation to practice immediately, avoid retraining after recruitment.

According to Luong Ngoc Kim, Director of Kim Thanh A Company (Thuan An Town), in addition to difficulties in recruitment, enterprises also have difficulties because of job-hopping. The most worrisome situation is the job-hopping of highly skilled workforce. In addition, leaders of many companies expressed their desire to develop communication, teamwork skills, industrial style and foreign language skills for employees at the company. In reality, many enterprises in the province have to use managerial manpower from Ho Chi Minh City, so they have to pay extra fees for transportation, accommodation...

Leaders of many enterprises said that the good coordination between educational training establishments and businesses, and policies for effective development of  human resources are important to improve the quality of labor. For universities, colleges and vocational schools, it is necessary to shift training to social and business needs, not to train what they have, to avoid the training of human resources not meeting the practical needs.

According to a research of the Institute of Science, Labor and Social Affairs in 2016, more than 91% of enterprises in the country had difficulties in recruiting technically skilled workers; Only 20% of respondents had regular cooperation with training institutions. However, the main mode of cooperation was to support and receive trainees, while other forms such as joint training programs or sending workers to training institutions were limited.

The research on the quality of human resources in Vietnamese enterprises in the last 3 years also showed that the inadequacies and backwardness of knowledge and technical competence, poor foreign language skills (especially English) were the top priority. In particular, the training and development of human resources that was not really concerned by businesses was considered as the main cause. For a long time, training human resources in enterprises was considered as a "cost" rather than an "investment". Currently, the number of enterprises that realize "training as investment" has increased significantly.

Businesses need to be proactive

In Binh Duong, Binh Duong Furniture Association (BIFA) has done quite well to promote linkage with training institutions. BIFA's cooperation with South College of Technology and Agriculture and Forestry in training human resources for the wood industry is considered as a factor to promote important resources in production and business. Accordingly, the school issued training programs associated with business production. Based on that, businesses will comment on the training programs to find a common voice in training. The college and BIFA will organize vocational training workshops to link training with job creation for students after graduation. On-the-job trainees will also be paid with binding requirements so that they will have higher responsibilities in the work...

However, there are still many employers do not consider training as a solution to develop business. At present, some universities, colleges and vocational schools in the area have been deploying good models to link training with business needs, such as Thu Dau Mot University, Eastern International University, Vietnam-Korea Vocational College... However, the relationship establishment between schools and enterprises in each sector to enhance the ability to practice, create adaptability to external work for students in the process of training is still experiencing many difficulties. In particular, the contribution to training programs of schools is almost negligible by business; In addition, most companies have just implemented training programs for employees but have not paid attention to human resource development, have not set training and human resources development targets in line with specific vision and objectives of the enterprise.

In recent time, Binh Duong province has paid attention to caring for laborers, attracting labor force from other localities, meeting the needs of enterprises. In November 2017, the province has issued a project to secure skilled laborers to meet enterprise needs in the province in the period 2018-2020 and orientation towards 2025. Accordingly, by 2020, the project objective is to raise the rate of trained workers in the province to 80%; annually to increase the number of job introductions by about 45,000 workers. Vocational training focuses on key industries using advanced science and technology, meeting the needs of enterprises such as information technology, biotechnology, electricity, electronics...

According to the Department of Labor, Invalids and Social Affairs, the province developed the plan of vocational education network from now to 2030 and the following years; strengthen the implementation of initial training programs, business administration for students studying at colleges and junior colleges; promote cooperation between schools and businesses to improve the quality and effectiveness of vocational training and job introduction. The province will also invest in the construction of 2-3 colleges of regional and international quality.

According to experts, enterprises need to be proactive in linking with other sectors and authorities and developing training plans; Pay attention to building business culture, creating a friendly and professional working environment to attract good employees. In addition, businesses need to be creative in recognizing and rewarding employees so that they are satisfied with what they are doing. So it is possible to train high-quality human resources that businesses need, contributing to creating jobs for the society, serving production activities and stimulating economic development. Especially, when Binh Duong is building a smart city, the role of enterprises in enhancing the link "Triple Helix" is more urgent.
