Fire prevention-fighting and rescue in IPs: Strengthening inspection, enhancing enterprises ‘role

Fire cases occurring in industrial parks (Ips) are an unpredictable threat because the firefighting is in trouble, causing great damage to property, affecting workers' jobs and lives. Therefore, the "fire prevention" should be more important than "fire fighting".

According to the figures from provincial Fire Prevention-Fighting and Rescue Police Division, only in the first quarter of 2021, there were 12 fires in the province, causing damage to property. Among them, 10 cases happened in domestic-invested establishments, 2 cases in foreign ones. In addition, there were 172 small fires with negligible damage in production-business establishments, people’s houses...

Recently, 3 consecutive big fires have happened in the province. At Tam Thuan Phat Wood Joint Stock Company on Binh Chuan 26 street, Binh Phu quarter, Binh Chuan ward, Thuan An city. The company is about 4,000 square meters in width, mainly produces beds, wardrobes, tables and chairs with a lot of flammable substances, so the fire rose quickly. The local firefighting force sent 15 vehicles, 75 officers and soldiers to the site for fire fighting.

The fire at the factory of Insulpack Vietnam Company which operates in many scopes, including producing from paper, wooden packaging products on DT743 street, An Phu ward, Thuan An city made about 1,000 square meters of the company be burned down. Other fire also hit the over 1,000-sq.m factory of Dong Tien Binh Duong Paper Co.Ltd. in Tan Dinh ward’s quarter 3 in Ben Cat town. The local  firefighters had to split into many directions to spray water in order to control the fire, avoiding spreading to neighboring companies.

This is a warning bell about the risk of fire occurring in large-scale enterprises, especially during the period of prolonged hot and dry weather. According to Lieutenant Colonel Nguyen Van Tung, Deputy Head of provincial Fire Prevention-Fighting and Rescue Division, the department in the first quarter of this year organized a training course on fire prevention and fighting for 254 establishments with nearly 9,000 participants. However, the risk of fire remains high. In Thu Dau Mot city, Thuan An city, Di An city, Tan Uyen town..., there are many production and business establishments, small and medium commodity warehouses mixed in residential areas. Many construction works have been put into operation, but have not been licensed yet or worked illegally such as prefabricated houses, temporary houses, warehouses for rent...Heads of many enterprises, some establishments are not aware of complying with the regulations, not implementing all responsibilities in fire prevention and fighting work. Moreover, handling administrative violations on fire prevention-fighting has faced many difficulties for change…

Enhancing enterprises ‘role

In the face of the complicated situation of fire and explosion, establishments operating in the IPs always have a high potential risk of fire and explosion, which can cause serious damage to people and property, affecting the local political security, social order and sustainable economic development. Therefore, improving the efficiency of fire prevention and fighting activities in the local IPs in the coming time is one of very important and necessary tasks.

By many measures, the local firefighting police force has excelled at guiding and inspecting safety on fire prevention and fighting; attached special importance to disseminating knowledge, law on fire prevention and fighting among leaders, grassroots fire prevention and fighting forces as well as officials and employees working in IPs. Especially, it is required that the heads of the land leasing businesses in the Ips must fully implement their responsibilities. Accordingly, they need to further add on-site fire prevention and fighting means under requirements in quantity and quality; set up, rehearse plans in line with the local actual situation. The fire safety self-inspection should be maintained regularly and fully. The local Ips must regularly propagandize and raise awareness of enterprises about the importance of fire prevention and fighting for their production and business activities; strengthen fire fighting and prevention... In addition, those who are selected into grassroots fire prevention and fighting forces must ensure health, be trained and granted the certificates of training on fire prevention and fighting by the competent authority.

According to Tran Van Binh, Deputy General Director of South Tan Uyen IP Joint Stock Company, the company has set up regulations on fire prevention-fighting safety. Over the past time, the IP’s fire prevention and fighting force seriously performed self-inspection on fire prevention and fighting safety, daily protection as well as staff’s observance of regulations on fire prevention and fighting. The company actively coordinated with the local firefighters to build a grassroots firefighting force with quantity and quality ensured; sufficiently purchased fire prevention-fighting equipment…He also expressed his desire of further coordinating with the local fire prevention-fighting police force to organize training courses for grassroots fire prevention-fighting forces; build on-site fire fighting plans and hold periodic anti-fire exercises for enterprises in the IP
