Human resource training to meet Industry 4.0 requirements

In recent years, Binh Duong has paid attention to human resources development and good implementation of policies to attract human resources. To improve the quality of human resources, meet the requirements of Industry 4.0, many universities, colleges and junior colleges in the province have started to renovate education - training to meet the demand for human resources.

Setting up vocational skill standards

Binh Duong has 81 vocational institutions that are attracting a large number of students, because of good material facilities and teaching equipment. Many vocational schools in the province have been training some professions and industries that are in need to supply high-quality human resources for enterprises. For instance, Vietnam-Singapore Vocational College is one of the schools training high-quality technical workers. Dong An High-tech Vocational College is striving to become a university, contributing to training the human resource for southern key economic region.

Being considered as one of the leading localities in industrial park development of the whole country, job creation and supply of labor for enterprises have concerned provincial leaders. With the current education system, the supply of labor has met labor demands of enterprises. Especially when entering the integration period, the focus of Industry 4.0 is intelligent plants that will be operated by automated lines and robots in lieu of people. The strong development of Industry 4.0 will cause a number of old jobs to disappear; the labor market will be strongly divided between low-skilled and high-skilled workers. This will not only threaten employment of low-skilled workers, even middle-skill workers will suffer if they are not equipped with new skills.

Pham Van Tuyen, Deputy Director of Department of Labor, Invalids and Social Affairs, said that with the implementation of Industry 4.0 as well as the project of building smart city, Binh Duong had many opportunities to apply new science and technologies into production through technology transfer from many different channels, to perform the function of state management, in which training human resources to implement the project is very important issue. Particularly, people are the center of the project. They are the workforce, the capacity to work, the ability to cooperate, the level of professional education, the skill and the compatibility between work and people.

Human resources must be ready

It is forecasted that between 40,000 and 50,000 laborers will be recruited in Binh Duong from now to 2020, of which more than 70% are trained workers. To do this, Binh Duong proposed many treatment policies, in which the strategy to attract human resources or the so-called "red carpet invites talents" policy. In order to meet the demands for human resource, the province has taken many measures to attract laborers from other provinces. Specifically, Binh Duong has implemented a "triangle" measure to connect and attract labor force.

More than 30 provinces and cities have taken part in this program to supply laborers to Binh Duong through two modes of recruitment based on "triangular" linkages between enterprises, Binh Duong job introduction center and job introduction centers and organizations of other provinces; and enterprises recruit directly laborers through centers and organizations of other provinces. This linkage model has contributed to attracting labor force in general and high-quality human resources in particular, and has met initially labor demands of enterprises in the province.

In order to obtain the human resource of Industry 4.0, educational institutions also updates students with new knowledge, especially soft skills; enhancing creativity and entrepreneurship, depending on the conditions of each school to choose appropriate training programs. Apart from the development of human resources, Binh Duong also attaches importance to vocational training to have labor resources with high technical level. In order to improve the quality of vocational training, in which the combination of vocational training with enterprises and the labor market is considered as a breakthrough solution in the new situation. In recent years, vocational training establishments have had many cooperation contents and forms with enterprises in training such as scholarships for students; training contracts for enterprise workers; introducing students to enterprises for internship; organizing visits to enterprises for students and teachers to learn about business...

To improve student skills, according to Nguyen Tan Trung, Vice Rector of Binh Duong Vietnam-Korea University, the school paid special attention to the improvement of training programs to fit the needs of businesses. At present, the school has cooperated with more than 50 enterprises to renew their training programs, help students to approach reality, improve professional skills, meeting higher requirements of the labor market. During learning time, students participate in visits and may do internship at enterprises to help them navigate their future job and acquire skills required by the recruiter.

Meanwhile, Nguyen Xuan Lanh, Assistant Director, Kaizen Yoshida School, said: "The center has been developed for more than 12 years. The center always aims to train and develop qualified human resource, professional skills, attitudes, professional sense and professional manner. The training and education objectives of the center are to transform personnel of an enterprise into an important resource by changing the mind and thinking so that employees themselves think, set goals, take self actions to create the greatest value".
