Electronic invoices are highly effective

Recently, the Ministry of Finance and the General Department of Taxation have selected a number of large enterprises in the fields of electricity, telecommunications, aviation ... (enterprises sell goods, provide services to the end consumers, enterprises generate large volumes of paper invoices, have developed information technology infrastructure) to participate in piloting electronic invoices and electronic invoices with authentication codes of tax authorities. The results show that, so far, the deployment of electronic invoices of enterprises has been approved by customers, bringing practical efficiency in terms of time and cost savings for businesses.

On the client side, the habit of using paper invoices has gradually changed. Customers actively cooperate with businesses using electronic invoices. Besides, the use of electronic invoices has helped customers convenient in payment. Customers can access the seller's website to view and download invoices when needed, customers do not have to store, preserve invoices, avoid the risk of losing invoices and save costs because they do not have to print paper.

However, it is noted that there are still many businesses in the province continuing to use paper invoices instead of using electronic invoices. The main cause is determined by the fact that enterprises have not fully grasped the use of electronic invoices. Specifically, at a recent meeting between the provincial tax authorities and businesses related to the electronic invoice issue, Yang Cheng Wood Co., Ltd. stated an electronic invoice stating the information of the buyer and the exporter. Is the invoice made as a standardized invoice; whether the buyer has to save the buyer's invoice file; Is the electronic invoice attached with an inventory? Representative of Kang Nam Tevisco Vietnam Co., Ltd. commented on how to store electronic invoices and print electronic invoices to get paper invoices?

Specifying the roadmap to switch to electronic invoices

Answering the problems raised by the enterprises, Mr. Vo Long Hai, Head of the Propaganda and Support Department of Taxpayers, said the input bill is an electronic invoice that is saved and backed up by the invoice data. e-electronics and news items such as USB sticks, CDs, hard disks ... or make online backups. In case the enterprise wants to save by paper, it must save the invoice converted from the electronic invoice. Converted invoices must satisfy the conditions set by the Ministry of Finance.

For the opinion of Kang Nam Tevisco Co., Ltd, Mr. Hai said that the conversion invoice from the converted electronic invoice must ensure the condition as reflecting the original content of the original electronic invoice, with own notation and confirmation of conversion, signed and saved the name of the person performing the conversion. For electronic invoices converted into paper invoices that have proved the origin of goods or origin, they must be signed by the legal representative of the seller and the carpenter's stamp.

Regarding the electronic invoice with the wrong name of the buyer, on the principle, the invoice content must conform to the content of the economic operation arising, not be erased, modified ... the address of the tax code of the seller. Where an electronic invoice has been made with a mistake in the name and address of the purchaser but in accordance with the buyer tax code, the parties shall make a written adjustment and must not make adjustment invoices. In the case of an electronic invoice attached to the list, the electronic invoice must be made in full with the list of sold goods, ensuring that the information contained in the electronic invoice can be accessed and used in a complete form. when necessary as prescribed. Businesses are not allowed to make electronic invoices when there is no list of goods but attached a list of paper goods to customers ...

According to Mr. Hai, electronic invoices can be considered as the optimal solution for all problems of paper invoices. Not only helps businesses save time and costs related to electronic invoices such as initialization, issuance, transportation, storage ... electronic invoices also ensure safety, maximum security, minimize the possibility Billability is fake. In addition to the tangible values, the implementation of electronic invoices, businesses can also receive other intangible values such as the opportunity to provide customers with modern, convenient and quick services, contributing to improve brand value of businesses as well as increase productivity and work efficiency.

According to the tax industry, at present, many enterprises in the province have been well prepared in terms of information technology, so the enterprises raised the issue of using electronic invoices with increasing rates. However, the situation that enterprises have not grasped the Government's Decree No. 119/2018 / ND-CP falls into the case of newly established enterprises, small businesses use up all paper invoices, then move to implement electronic bill. Therefore, businesses are embarrassed at implementing electronic invoices under Decree 119, not Decree 51 and 04 of the Government. These two decrees have general provisions, simultaneous use of types of paper invoices, sales invoices and service provision including electronic invoices and paper invoices. And Decree 119 of the Government only uses the form of electronic invoices.
