According to the communication, Deputy Prime Minister Vu Duc Dam agreed to allow Binh Duong People's Committee to organize low-level fireworks within 15 minutes on the evening of November 23, 1919, in Thu Dau Mot City (Association Center area Conference and Exhibition).
