Open data for development of Binh Duong Smart City

A smart city is being built in Binh Duong Province, by which experts believe that application of open data would hold the vital role in successful construction of smart city in Binh Duong.

Key features of smart urbanization include economy, environmental management, governance, transportation, energy, health care, and better living conditions for people. Experts believe that smart technology is the key to the design, implementation and operation of smart cities. The diversity of components, including infrastructure, buildings, physical structures, electronic infrastructure, communications infrastructure, IT infrastructure, and turnkey software make building smart cities feasible. Green or renewable energy sources, such as solar and wind power, are examples of smart technology. Green buildings, green neighborhoods are also important for smart cities.

Meanwhile, sustainable transport is another important technology. Intelligent and sustainable transportation systems can transport large numbers of people from one place to another. This can reduce traffic congestion and is very useful in reducing greenhouse gases which have negative impact on global warming. Smart information and communication technologies also play very important roles (wifi-covered city, near-field communication (NFC), and bluetooth). Wifi-covered city can be used for basic services such as easier taxi calls while NFC may revolutionize the way credit cards are used.

Attending the Binh Duong Smart City Conference 2017, Associate Professor Doctor Le Trung Quan, Head of Computer Networking at University of Information Technology, Vietnam National University, Ho Chi Minh City, said that smart urban development and deployment of modern ICT technologies including universal internet and cloud computing should be applied. Government provides services and facilities people to improve the quality of life and increase the level of competitiveness of the economy. At the same time, data collected from the community should be used to improve the city's public policies and services to meet the urgent needs of the population.

Successful provinces and cities must use data assets effectively to ensure better outcomes of service outputs, based on the collection of data, province-wide data and data integration capabilities and analysis. In addition, open data is the foundation to ensure transparency, creativity, and therefore data management and optimization strategies among departments and agencies are in need in the provinces and cities. Investment in advanced data management, data collection, data analysis and large data applications is required. Data sharing to encourage creativity, through which people are shared with data in key areas.

Le Nhan Tam, Head of the Smartcity Laboratory of Vietnam Post and Telecommunications (VNPT), said that open data is where anyone can access, use and share. Governments, businesses and citizens can use open data to bring about social, economic and environmental benefits.

Smart city construction resolution

Professor Doctor Ho Tu Bao of Japanese Advanced Institute of Science and Technology (JAIST) said that , Binh Duong should build the map of delivery parameters based on global positioning system (GPS) in building the smart traffic system of the city of Binh Duong. Traffic management and economic development in combination with intelligent transportation are carried out to improve cruise control, build traffic safety records for each vehicle, enterprise, and transportation, contributing to reduction of traffic accidents. In the area of ​​medical intelligence, Binh Duong needs to use open and shared medical data, focusing on developing advanced hospital information systems in hospitals and health facilities. At the same time, Binh Duong province needs to build electronic medical records of all citizens and step by step create electronic patient records in hospitals, connecting hospitals to the best healthcare facilities.

Sharing information on data science, Bao asserted that people have an important role to play in building the smart city of Binh Duong. The province should have a reasonable roadmap and step by step implementation. First of all, it is necessary to actively digitize and create basic data resources while human resources of data science should be trained in time 3 to 5. He emphasized that open, connected, and shared data for all smart city operations must boldly replace individual tools and data. Smart cities need science and smart technology. Binh Duong needs to build on-site forces to create a smart city.

The UITiOt research team has developed a number of practical IoTs applications for urban areas, said Associate Professor Doctor Le Trung Quan in Vietnam in general and in Binh Duong in particular, especially in the areas of smart homes, smart agriculture and air quality monitoring. In addition, the intelligent reconfiguration of IoTs applied to smart cities is designed to meet the IoTs architecture, IoTs network protocol, and IoTs applications. This solution makes IoTs more flexible and responsive to the needs of users. The remote application behavior change solution helps users to better manage distributed sensor devices, saving time, effort, and money for maintenance, version updates, and device drivers at will.
