Provincial People's Council to approve the decentralized authority to promulgate standards, norms for using specialized machines and equipment

On 24 Oct, Vo Van Minh, Chairman of Provincial People's Council, chaired the meeting of Standing Committee of Provincial People's Council to give opinions on written Document No. 5238/TTr-UBND dated 14 Oct 2019 of Provincial People's Committee on the decentralized authority to promulgate standards, norms for using specialized machines and equipment at agencies, organizations and units under their respective management in the province.

Provincial People's Council’s Standing Committee agreed with the regulation on decentralization of competence to issue standards, norms for using specialized machines and equipment at agencies, organizations and units under their management. Specifically, to special-use machinery and equipment valued at VND 500 million or more per unit, Provincial People's Committee issued standards and norms for the use of special-use machinery and equipment (types, quantities) at agencies, organizations and units based on the recommendation of Department of Finance.

Regarding the remaining special-use machines and equipment, heads of agencies, organizations, units and chairmen of People's Committees of rural districts, towns and city shall, based on needs, functions, tasks and annual budget estimate, promulgate the list of standards, norms (types, quantities) of special-use machinery and equipment at agencies and units under their management, with written evaluation of finance agencies at the same level.

Regarding special-use machinery and equipment in fields of health, education and training, director of Department of Health and director of Department of Education and Training shall promulgate lists of standards and norms (types, quantities)for specialized machinery and equipment at agencies and units under their management on the basis of detailed guidance of the Ministry of Health and the Ministry of Education and Training on standards and norms of machine use specialized machines and equipment in service of medical, education and training activities.
