Science and technology sector accelerates the deployment of projects

With the aim of boosting the development of research and development (R&D) activities, focusing on specific solutions to strengthen the capacity of approaching modern technology trends and launching innovative entrepreneurship... from early 2018, Department of Science and Technology has actively deployed key projects to be on-schedule.

Strengthening scientific and technological (ST) activities

In the first quarter of 2018, Department of Science and Technology selected 7 projects in the fourth phase in 2017 approved by provincial People's Committee, including 2 projects in the fields of traffic engineering, law, social science, medical and agriculture. Nguyen Quoc Cuong, Director of Department of Science and Technology, said that the Department checked and confirmed the workload of 3 projects, including the project of transferring and experimental processing water hyacinth into organic humus, biogas; growing mushrooms in the province, to prepare for acceptance in the second quarter of 2018. The Department also extended the time of signing and appendix of two contracts.

Regarding ST activities at the grassroots level in the province, in addition to providing information about province-level ST research findings in order to expand the models, DOST has enhanced cooperation between departments , branches and ST organizations to ensure that research results will be applied. The Department developed a plan for cooperating ST activities with People's Committee of Phu Giao district; worked with Provincial Cooperatives’ Alliance, Provincial Farmers' Association and Provincial Union of Science and Technology Associations to develop a plan for ST development.

Besides, through the results of Binh Duong 2017 Hackathon Competition, Department of Science and Technology issued documents to departments, sectors and units ordering trial production of winning products; Develop outline and detailed estimate for official website of the Center for Community Initiatives and Start-up Support.

Development of start-up ecosystem

This is one of the activities of Binh Duong Smart City Project, so Department of Science and Technology organized many activities to orient and develop solutions to build up a start-up ecosystem in accordance with the conditions of the province. Mr. Cuong said, at a seminar on solutions to develop start-up ecosystem in Binh Duong province, opinions of experts and discussed issues helped the Department have more experiences to advise provincial People's Committee to develop a start-up ecosystem in the coming time.

One of the difficulties of starting a business is capital investment. In reality, although the policy of supporting capital for start-up was promulgated, it has inadequacy, is difficult to access. According to Department of Science and Technology, in order to solve this problem, in addition to the implementation of Decision No. 2513 / QD-UBND dated 20 Sep 2017 of provincial People's Committee on approving the implementation plan of the project "Supporting the national innovate start-up ecosystem until 2025" in Binh Duong province in the period of 2017-2020, the Department set up the draft policy to support SMEs in innovation in order to submit to provincial People's Committee.

"In order to improve the efficiency of start-up businesses, Department of Science and Technology will enhance the implementation of contents in training plans, start-up trainings, communication about start-up business; Implement the project of establishing the Center for Community Initiatives and Start-up Support... These plans and projects are aimed at students at universities, colleges and invest in spaces for supporting, connecting, meeting and celebrating events of start-up ecosystem", Mr. Cuong said.
