Skilled workforce ensured

In 2016, the whole province had around 30,000 laborers graduating from vocational training schools. The figure increased to nearly 40,000 in 2020. The number of skilled laborers is constantly increasing every year. Strengthening vocational training in the province has basically met businesses ‘needs in recent years.

Linkage in vocational training

Le Minh Quoc Cuong, Director of provincial Department of Labor – War Invalids and Social Affairs (DoLISA) said that: “Vocational training and job creation for workers play an important role in ensuring social welfare and promoting the local socio-economic development. Provincial DoLISA always identifies this as a key task, thereby annually putting forward effective measures. Since then, the province’s vocational training and job creation for laborers have reached positive changes ”.

He added that one of the solutions to effectively implement vocational training and job creation is to closely link with enterprises. Every year, provincial DoLISA organizes many activities connecting vocational training facilitites with enterprises. Accordingly, provincial DoLISA has encouraged enterprises to participate in vocational training activities, including establishing private vocational training facilities; coordinating with vocational training facilities to make training at intermediate and college levels; participate in building curricula; coordinating in teaching, guiding production practice and evaluating the results of learners at vocational training facilities…

In 2019, non-State vocational training facilities recruited 17,685 learners or 41% of the total enrollment of the province. The training activities of the vocational training facilities have partially met enterprises ‘demand for technicians, contributing to increasing the scale of vocational training in the local vocational education system, strengthening the close linkage between training and use of laborers trained.

The linkage between enterprises and vocational training facilities is increasingly effective through seminars and contests, creating conditions for vocational training facilities to meet with industries’ associations and enterprises in the province. To date, most industries ‘associations have had connection with schools. Province-based junior college and colleges have also promoted exchange activities with many enterprises in order to help learners get jobs after graduation…

Improving provincial competitiveness

In the provincial competitiveness index (PCI) of Binh Duong, the index of labor training has continued increasing. This shows the local efforts in promoting vocational training to support enterprises, helping laborers find jobs, thereby reflecting the linkage between vocational training facilities and enterprises that has step by step reached in-depth development.

Mr. Cuong added that provincial DoLISA organized a workshop on solutions to improve the index of labor training to enhance the PCI of the province to discuss and propose breakthrough solutions in order to improve the quality of labor training, including improving the quality of laborers; making vocational education among employees; promoting coordination between schools and enterprises in vocational training and job creation, vocational cultural education…, thereby greatly contributing to investment attraction, increasing the PCI of the province.

Along with closely coordinating with enterprises, provincial DoLISA has directed relevant units to survey and grasp people’s demand for apprenticeship while investigating enterprises ‘demand for laborers, thereby setting up plans and targets on vocational training and job creation. Provincial DoLISA has also strengthened propaganda on vocational training and career orientation by many suitable forms; coordinated with media agencies to disseminate central and local policies on vocational training and employment, thereby contributing to raising people’s awareness of choosing careers. In addition, provincial DoLISA has directed the local vocational training facilities to actively promote enrollment and training at enterprises’ needs in order to attract more and more learners.

In addition, provincial DoLISA has further advised and proposed the province to focus on investing in material facilities for vocational training facilities, ensuring standards as stipulated; promoted socialization in vocational training; diversified vocational training activities; strengthened inspection, supervision, and assessment of the quality of vocational training courses for rural workers in order to promptly rectify shortcomings in the training process ...

In the 2016-2020 period, the whole province had a total of more than 200,000 people registering to participate in vocational training classes, 7,555 of whom were rural laborers. The results of enrolling learners with skills have increased gradually over years and exceeded the enrollment plan set forth by the province. The rate of trained laborers in the province is also raised to 80%
