State’s administrative reforms in 2011-2020 proactively contribute to socio-economic development

January 13, Binh Duong provincial People’s Committee summed up the universal program of State’s administrative reforms in 2011-2020 with orientation to 2021-2030. Attending and addressing the conference was Nguyen Hoang Thao, Deputy Secretary of Binh Duong provincial Party Committee and Chairman of Binh Duong provincial People’s Committee and leaders of departments, sectors, districts, cities, communes and wards in the province.

Prominent achievements

The plenum conference focused on evaluating outstanding achievements of administrative reform over the past 10 years. Ly Van Dep, Deputy Director of the Department of Home Affairs, said that in the past 10 years, the administrative reforms have been closely taken care of and directed by the Party committees and authorities at all levels. All levels and branches have always been considering the administrative reform as a key task in their management and administration. The implementation, inspection, supervision, and urging of the implementation of administrative reform objectives and tasks under the central and local programs and plans have always been on top priority.

The highlights in the administrative reform in 2011-2020 are the construction and operation of the centralized administrative center of the province, aiming to build up centralized, unified, transparent, effective and efficient operations. Besides, the test establishment of Binh Duong provincial Public Administration Center, the Center for Public Administration of Thu Dau Mot City, the modern "one-stop-shop" divisions at the district level in Thuan An city, Tan Uyen town, Ben Cat town among others have been under good solutions appreciated by the public and businesses.

The information dissemination and communication of administrative reforms have been regularly organized by Binh Duong provincial People's Committee in diversified and rich contents through different information channels such as radio, television, print newspapers, online newspapers, banners, leaflets, posters, shows, contests, and theatricalization. This has contributed to raise awareness of cadres, civil servants, public employees, workers, and people in joining hands to implement administrative reforms.

Over the past 10 years, many models and initiatives in the administrative reform of the province have been recognized, approved, and highly appreciated by the people and organizations such as the model ò "friendly government of the people, by the people, and for the people" and "friendly office to serve the public", young volunteers to guide people and organizations in the process of implementing administrative procedures at the Public Administration Center. The provincial authority has piloted reception of dossiers at home and at enterprises for a number of administrative procedures through public postal services. It also tested the implementation of the pilot scheme of arranging postal staff at the "one-stop-shop" division of the People's Committee of the communes under Thu Dau Mot city to perform dossier-receiving services and returning results of administrative procedures settlement at all levels in the province in 2018-2020.

To promote IT application

At the conference, Nguyen Hoang Thao, Deputy Secretary of Binh Duong provincial Party Committee, Chairman of Binh Duong provincial People's Committee acknowledged and highly appreciated the achievements of administrative reforms that have positively contributed to the socio-economic development. He also noted that branches and local authorities need to overcome the limitations to keep on well implementation of the institutional reforms and to build and complete the legal system of unified, synchronous, and feasible corridor to promulgate appropriate policies, right guidelines, and right laws in all fields.

Concurrently, the application of information technology and document management software at all levels that is connected to the government's electronic text link system is promoted. The province's online public service portal has been synchronously connected to a number of features of the national public service portal.

“The final purpose of the provincial authority in administrative reform is to serve the people and businesses. By this universal orientation, departments, branches, district and communal People's Committees are required to actively build the government apparatus for the service of the people,” said Nguyen Hoang Thao.

Originating from the requirements of administrative reform and socio-economic development orientation in 2021-2030, Binh Duong provincial People's Committee has also required departments, divisions, and People's Committees at district and commune levels to well improve the effectiveness and efficiency of the formulation and implementation of legal documents by focusing on improvement of the quality of legal documents to ensure their constitutionality, legitimacy, and synchronized order. At the same time, it is to develop and implement strategic projects on improving the quality of human resources to meet the requirements of tasks in the new situation. The interconnected one-stop-sho mechanism under the Government's Decree No. 61/2018 / ND-CP dated April 23, 2018 should be in place to consolidate and improve the quality of operations of Binh Dong provincial Public Administration Center while modernizing the same mechanism at district and commune levels. The organizational and management system should be proactively renewed to improve the quality and efficiency of public service delivery units.
