Sustainability-oriented commercial and industrial development promoted

In 2018, the Binh Duong industrial and commercial sector is to implement 10 projects to concretize the action plan of the provincial Party Committee and the socio-economic development plan of the provincial People's Committee in order to improve the business investment environment and strategic planning for local businesses. Binh Duong Newspaper reporter had an interview with Nguyen Van Danh, Director of Department of Industry and Commerce on this matter.

- In 2018, the industrial and commercial sector develops many important projects to promote industrial development and trade in a sustainable manner. Could you elaborate this matter?

- Through the development process, Binh Duong has become a developed industrial province. Industry and services play the leading role in the economic structure of the province. In 2017, the ratio of industry - service - agriculture - import tax minus product subsidy is 63.99% - 23.68% - 3.74% - 8.59%. Particularly in the industrial sector of the province, it currently accounts for 13% of total production value of the country. This is a very proud achievement. Binh Duong is striving to become a smart city and a destination for investors with creative ideas.

The policy of attracting investment in the province in the coming time is clearly defined in the program No 34-Ctr / TU dated December 15, 2016 of the provincial Party Committee on investment attraction renewal in 2016-2020. Accordingly, the province will continue to attract investment focused on trade – services and urban development projects, high technology agriculture, high technology production, supporting industries, the risk of causing Low environmental pollution and the ability to contribute significantly to the budget. Besides, it is the Program No 24-CTr / TU of the Provincial Party Committee on continuing to develop high quality services for industrial production and urban Binh Duong in the 2016-2020 and the economic development plan for the provincial People's Committee to be oriented towards the sustainable development, bringing into full play the potentials and strengths of the province. The implementation of these projects is the basis for the industry and trade advising the provincial People's Committee of practical solutions for development of industry and services, ensuring the sustainable development, harmonious interests of enterprises and localities according to the tasks assigned to the industry.

- Sir, in the context of Vietnam's integration into the world, what solutions would the department propose to help businesses in the province to reach the stronger world market?

 - How to support Small and medium enterprises involving  in the global value chain is a common concern of the government, related ministries and localities. The world economic integration process together with the 4.0 industrial revolution has brought many opportunities and challenges for small and medium enterprises to compete and develop in the markets. However, according to statistics, only 21% of the country's small and medium enterprises are involved in the global value chain.

We must recognize that, to the world market, to participate in the supply chain, enterprises must develop technology, improve production capacity and corporate governance capacity. I hope that the synchronous development of 10 development projects will advise the province on policies to improve the business investment environment, strategic planning for local businesses, create breakthrough in the development Business development and economic development, especially support for SME development. In my opinion, the prerequisite to accelerate the development of the business must be derived from the long-term desire of the enterprise on the basis of support and conditions from the policy. In addition, it is time for businesses to promote both vertical and horizontal alignment; Enterprises in the same industry must work together to bring into full play the advantages of each enterprise and raise the capability of supplying and implementing contracts of great value, step by step occupying the market. On the vertical, businesses must actively link with banks, investment funds and training institutions to raise capital, improve the quality of human resources and upgrade technology to join the global supply chain with competitive position.

- We need to be realistic that the link between small and medium enterprises with foreign invested enterprises through the supply of goods and services is limited. Could you please give your opinion on this?

- Provincial Competitiveness Index (PCI) survey results for 2015 show that in the whole country, only about 3-4% of micro and small enterprises have the main customers being foreign invested enterprises; Medium- and large-scale firms with main clients are foreign-invested enterprises, although they are higher at 7% and 11%, respectively. In Binh Duong, this linkage activity is not strong. In my opinion, the cause may stem from the constraints related to marketing, supply chain linkage, or the failure of Vietnamese enterprises to meet the standards of production management and quality of enterprises, and foreign investment capital. In the coming time, we will coordinate with other functional agencies and propose to the provincial People's Committee to promote this linking way so that domestic and foreign-invested enterprises come closer together on the basis of win-win benefits.
