TDM City to improve the efficiency of land state management

To implement the 2013 Land Law in a timely and effective manner, and to adjust land use planning and plans to closely follow the socio-economic situation, land allocation, lease, recovery... were outstanding results in state management of land in TDM City.

To improve service quality

Since the Land Law came into effect in 2014, state management of land in TDM City has received the attention and guidance of the city Party Committee, People's Council and People's Committee. The results showed that, in TDM City, this work has gradually gone into good order. Namely, for the reform of administrative procedures, information technology application in the implementation of administrative reforms on land, the city built a public administrative service center to receive and solve dossiers of people quickly and conveniently.

At the same time, the city purchased more equipment, IT techniques to manage all land dossiers, provides level-3 and -4 online public services, document management software new version 5.2 in electronic document release, management; applied Vilis 2.0 software in updating, adjusting changes, building a cadastral database... Besides, the city fully and publicly announced administrative procedures, regulations, fees and charges for general administrative procedures and land administrative procedures in various and accessible forms, such as on official website of the city, listing at the dossier receiving and returning division of the city ​​and 14 wards...

From 2014 to 2017, the average rate of land administrative procedure settlement of TDM City was 95.11%. For late records, the city's management agencies sent written apologies, gave specific reasons and took the initiative to contact organizations and individuals. Nguyen Thi Thanh Thao, living in Hiep Thanh ward, TDM City, said on her appointment day, she came to receive the results of land administrative procedure settlement. She was delighted that the paperwork had been handled properly.

According to leaders of TDM City People's Committee, from 2014, the state management of land, the development and adjustment of the city's land use planning and plans has followed the socio-economic situation, environment and land use demands of local branches and sectors. The handling of organizations and individuals violating land use purposes or delayed investment were also well performed. The issuance of land use right certificates to households and individuals achieved high rates. Nguyen Trong An, Vice Chairman of the city People's Committee, said that the enhanced use of information technology in specialized connection with tax agencies helped the city to speed up the processing of dossier solving and facilitate the management and searching of records. In addition, when Land Law 2013 took effect, new policies and regulations have been concretized by the local authorities in line with the actual situation. The provincial People's Committee also solved difficulties in land acquisition, compensation, support for resettlement, auction ... thus creating a high consensus among the people, creating more favorable conditions for land management and improve service quality for people.

Early settlement of problems

According to Mr. An, in the process of land use planning, TDM City collected people's opinions, and at the same time encouraged individuals and organizations wishing to change their land use purpose to make registration. However, the participation in these activities was still low; the time, progress of land survey, design, compensation, clearance, transfer of some projects were prolonged; The number of completed works and projects was low compared to the approved plan ...

At the same time, the duration of land acquisition of some projects was still long; the resettlement faced many difficulties, because the city had no resettlement land fund, the number of given settlements did not meet demands. Some investors did not have sufficient financial capacity for project implementation or had to allocate capital to other infrastructure works, leading to these projects were not executed as planned. The rotation, settlement of land administrative procedures among agencies, although there are collaborative regulations, had delayed and late dossiers in some agencies.

Mr. An added that according to the approved land use plan in 5 years (2011-2015) and the land use planning up to 2020, TDM City People's Committee would continue to have more effective land management solutions. Accordingly, the city will direct wards, specialized agencies to make the adjustment of land use planning for the period 2016-2020 of the city as the basis for State management of land and development orientation in the coming time. At the same time, the city continues to speed up the process of approved projects; Promoting the application of information technology through the provision of online services of level 3 and 4 on official website of the city... With the high determination of the Party and authorities, the city will continue to do well state management of land in the area.
