To ensure supplies and stabilize market at the end of the year

At a meeting on the plan to stabilize the essential commodity market 2020 in the province, representatives of administrative agencies, local governments, and enterprises said they would put more effort to stock goods in the coming year to ensure the balance of goods supply and demand on the market. The industries, governments, and businesses will also ensure the number of essential commodities to serve production and consumption demands of people during big holidays and to avoid the scarcity or fake goods...

Total value of essential goods: VND4,167.5 billion

According to provincial Department of Industry and Trade, essential commodities for the people in 2020 include food (rice, sticky rice ...), processed foods (sugar, milk, monosodium glutamate, cooking oil, soft drinks...), fresh meat (cattle meat, poultry, chicken eggs, duck eggs ...), petroleum products, and medicines for human treatment. The total value of these goods is 4,167.5 billion VND (excluding gasoline, medicines), in which the period before, during and after Lunar New Year 2020 is 1,463.3 billion VND with the participation of 12 enterprises (10 supermarkets).

Provincial industry and trade sector encouraged enterprises to store essential goods and implemented price stabilization from the beginning date of the plan, focus on the period before, during and after Lunar New Year 2020 (from 1 Dec 2019 to 29 Feb 2020), then continue in the remaining months of 2020.

In terms of petrol and oil, two businesses, namely Thanh Le Trading and Import-Export Corporation and Song Be Petroleum Company, are responsible for providing a full supply for the entire petroleum system in the province with an expected quantity to increase by 10 - 12% over the same period last year.

According to Hồ Văn Bình, Deputy Director of Department of Industry and Trade, goods stocks of market stabilization in 2020 have to guarantee quality, food safety and hygiene, in association with the campaign "Vietnamese people give priority to using Vietnamese goods”. With the purpose of controlling prices in order to maintain the price level of essential goods, reduce intermediary costs, lower production costs of enterprises on the principle of no loss; ensure prices are always reduced from 5-10% compared with the market price from time to time.

Businesses need to proactively set up production and supply plans of goods for Tet holiday; stock materials and raw materials appropriately, reduce costs, give priority to using domestically produced materials to maintain stable production to ensure the supply of goods to the market at reasonable prices, good quality, nice design, competitive with imported goods. Enterprises need to strictly comply with the provisions to promptly supply goods to the market when necessary.

Department of Industry and Trade is directing the distribution system from the province to districts, towns and cities to well organize roving sales points. In addition, the department has encouraged more commercial enterprises, producers of essential goods to participate in the market stabilization program by the form of roving sales or participating market days, programs to bring Vietnamese goods to the countryside.

Regarding medicines for human treatment, provincial Department of Health directed pharmacies in hospitals in districts, towns and city to stabilize common medicines (domestically produced medicines), and sell medicines at medical centers in communes, wards and towns with retail prices set by the health sector. The department required hanging banners of market stabilization program at drug stores.

According to Nguyễn Văn Khanh, Deputy Director of Department of Information and Communications, the department recommended media agencies, especially district radio system, to widely spread the market stabilization program of essential goods to all communes, wards, and towns.

To strengthen inspection and control of the market

A representative of provincial Market Management Department said that the department directed its subordinate units to build a plan for inspecting and controlling essential commodities having large demand at year-end and on Lunar New Year. The department will collaborate with functional agencies to strengthen inspection and control of the market, especially before, during and after Lunar New Year 2020 in order to promptly prevent and strictly handle the storage, transportation, trading of counterfeit goods, banned goods, manufacturing and trading of counterfeit goods, infringements of intellectual property rights, poor-quality goods, commercial frauds, and violations of food safety.

In addition, the department examines or collaborates to inspect the implementation of laws on price, measurement, labeling of goods, price listing... to prevent speculation, hoarding, unreasonably price hike to ensure market stability. Accordingly, this unit focused on essential items, food safety at markets, supermarkets, frozen food business establishments, food production and trading facilities.

Besides, Market Management Department will carry out the inspection of goods measurement, announce the quality of goods of wholesale and retail establishments in order to promptly detect fraudulent acts on prices or take advantage of measurement and packaging to increase price. At the same time, the unit also focuses on inspecting and supervising stabilized sales points, fair markets, and exhibitions in order to prevent and handle timely, so that business organizations and individuals cannot take advantage of these occasions to sell fake goods, goods infringing on intellectual property rights, smuggled goods, and poor quality goods.
