To innovate, develop the collective economy of Ben Cat town

Due to the implementation of Resolution No. 56-KL/TU of the Politburo on speeding up the implementation of the 5^thParty Central Resolution, Action program No. 12-CTr/TU of Provincial Party Committee on continuing to innovate, develop and improve efficiency of the collective economy, the economic situation of Ben Cat town has developed strongly, achieved important results, contributing to provincial socio-economic growth. Binh Duong Newspaper interviewed Nguyen Hoang Thong, Deputy Secretary of Party Committee, Head of Steering Committee for Renovation and Development of Collective Economy of Ben Cat town.

- Could you please tell us about the results of collective economic development of Ben Cat town in recent years?

- From the beginning of this tenure (2015-2020), the socio-economic situation of Ben Cat town has developed strongly and stably (the average economic growth rate is about 23%/year), people’s lives are improved, political security, social order and safety are maintained. The town basically completed the urban development program and submitted to Ministry of Construction the proposal for recognition of Ben Cat Town as class-3 city; At the same time, we are completing the dossier for the recognition of new rural construction program.

Ben Cat continued to have firm steps in of industrialization, modernization, urban development in accordance with the direction of the 11th Party Resolution. Collective economic models, with the center is cooperative groups and co-operatives, gained remarkable progresses in both quantity and quality, step by step confirmed their role in economic development in rural areas. Collective economy has contributed significantly to promoting ideas, strengths of the collective, efficiently using local land funds in the area to develop production, business, associate, and bring good benefits. Collective economy contributed to creating jobs and income for the people in the town, especially in rural areas, contributing significantly to the initial success in new rural construction.

To achieve these results, the town Steering Committee for Renovation and Development of Collective Economy performed well their role in leading and directing local economic development in accordance with the plan of provincial Steering Committee and actual conditions of the town. Accordingly, the town Steering Committee and 8 communes and wards regularly strengthened, consolidated and organized core members to meet the assigned tasks. The town People's Committee issued the annual plan, which identified a number of key tasks of enhancing cooperative groups, heightening turnover, improving quality of cooperatives...

At present, the whole town has 10 cooperatives with 201 members, total chartered capital of VND47.820billion and 13 cooperative groups with a total of 132 members.

- In the development process, what were the advantages and disadvantages of the collective economy?

- The advantages are that the town received the attention and guidance of provincial leaders, thus the town's management and administration of collective economy was increased and more effectively. In addition, policies supporting the development of collective economy were promulgated in a timely manner, contributing to encouraging the establishment and development of cooperatives and groups. The tow Steering Committee for Renovation and Development of Collective Economy and communes, wards worked actively to achieve high effectiveness. Regarding the communication and propagation, the town carried out in many forms to raising people's awareness of collective economy, especially the cooperative model according to Law on Cooperatives 2012...

However, the development of collective economy did not meet the potential and advantages of the local. Difficulties and obstacles faced by the town in developing collective economy were: The formation of value chains from the production and consumption of clean agricultural products and hi-tech agricultural products, with the core are cooperatives and groups, did not achieve sustainability. Newly-established cooperatives in the town were not fully supported according to provincial policies (in 2017 the whole town had 5 new cooperatives but only one cooperative received support). The structure of industries was not diversified, did not have a link among cooperative members.

In addition, the management and operation mechanism of cooperative groups in the area was still loose, often encountered difficulties in economic transactions, bank loans. Newly-established agricultural cooperatives had difficulties in terms of organization and operation, and have not yet generated revenue, leading to unstable business in the first period of establishment.

- In order to further innovate and improve the collective economy in the coming time, which are the solutions of the town?

- In the coming time, the Steering Committee for Renovation and Development of Collective Economy will continue to direct the implementation of key tasks such as: review and consolidation of the Steering Committee, assignment of detailed and specific tasks to each member, and regularly amending and supplementing our operation regulations to ensure effectiveness and efficiency. The Steering Committee will closely follow Resolution’s targets, action plan and overall socio-economic development plan of the province or town, actively elaborate specific plans in accordance with the practical situation of each area.

In addition to the development of collective economic models in transport, construction, services and environment, the town will promote the role of collective economy in the construction of new rural areas, especially the restructuring from agriculture to high technology, value chain production associated with processing and consumption of agricultural products to meet market demands. Accordingly, the Steering Committee will enhance the linkage of among farmers, businessmen, scientists, and the State as the key to developing a modern agriculture, ensuring the balance of benefits among elements, while utilizing the inherent role and strength of the locality. The town will carry out solutions to support production closely linked with consumption chain in agricultural sector, in which construction, replication of models, such as showrooms to introduce products of cooperative groups, cooperatives, agricultural markets... in the direction of sustainable development; to integrate the goal of collective economic development with new rural construction and civilized urban construction.

In order to realize the above mentioned tasks, from now until the end of 2018, Ben Cat town shall step up the implementation of trade promotion plans for the growth of collective economy, by instructing cooperative groups, cooperatives to take part in trade fairs in and outside the town. For example, the town will host the Fair of safe agricultural products and collective economic products 2018 (from 14 to 18 Nov) to introduce high-quality products of cooperatives and groups. In addition, the town continues to organize dialogues between the government and cooperatives, groups to timely catch thoughts and aspirations of people, timely answer and solve difficulties in the process of operation and setting up cooperatives, especially access to support mechanisms, policies, production and business plans, management and administration capacity...
