To promote progress for timely disbursement of public investment capital

The year 2020 is coming to an end; however, by the date the ratio of public investment disbursement in the province is still low. Binh Duong provincial authority is making efforts to promote the progress of projects to elevate disbursement ratio. Entering 2021, Binh Duong provincial authority is focusing on fulfillment of major constructions.

Low disbursement ratio

To ensure the success of planning for public investments in 2020, from the beginning of the year 2020, Binh Duong provincial authority has urgently launched implementation plans to promote progress of the projects. However, majority of the projects are being in the process of bidding and construction drawing, leaving the focus on transitional constructions that lead to low disbursement to public investments. The public mobilization for consensus to compensation and site clearance for the public investment projects is rather difficult and complicated. On the other hand, the on-going Covid-19 pandemic affects the implementation. Nguyen Thanh Truc, Deputy Chairman of Provincial People’s Committee said: “Majority of investors are not ready to construct progress planning suitable to the approved projects. Thereon, the determination of capital use failed to follow the implementation and the reality disbursement capacity, making it so hard for management and allocation of the general capital resources of the province.”

In 2020, total plan of public investments of 2nd revision to include budget of the central government and local authority is accounted for VND 14,909 billion. By October 15, the provincial authority disbursed VND 4,669 billion or 31.3% of the plan. It is estimated that the available capital resource for disbursement in 2020 stands at VND 12,786 billion or 85.6% of the plan. As planned in 2020, 41 major constructions in Binh Duong have been allocated with totally VND 5,718 billion, accounting for 39.8% of the local planned budget. By October 15, VND 1,809 billion or 31.6% of the plan was disbursed. It is estimated that the volume of constructions eligible for disbursement in the the whole year of 2020 stands at VND 492 billion or 80.3% of the plan. In 10 months of the year, the provincial authority continued to pay for transitional projects.

As one of the major projects in the province under the year 2020’s planning, the 1,500-bed General Hospital will be completed. However, up to date, the number 1 contractor package of the project is being fulfilled. The number 2 package includes the installation of ventilation system for medical use that has been fulfilled by 54% of the contract. The contractor is resuming to construct the system to floor 18. Nguyen Chi Duc, Project Manager of Constructions in the province said: “The contractors are making efforts to basically fulfill the installation and construction under the plan regarding the added items in November to service the acceptance and payments of capital plans in 2020.”

The project of Thu Bien-Dat Cuoc Road by the time has eyed 26 crossing gates that have been completed by 96% of he planning. It is expected that the road surface shall be completed in December 2020 regarding the delivered ones in accordance with general progress. The project of DT744 upgrade including bridges from KM12+000 to KM32+000 eyed 95% fulfillment of lower and upper constructions at Rach Bap crossway. The remaining constructions are barred by failure of site clearance.

Pointing out drawbacks , Nguyen Chi Duc said: “By the time, progress of some projects failed to meet the planning due to time-consuming site clearance. The coordination of localities has been off the schedules, especially for prolonged issues affecting the general progress of the projects that lead to low disbursement, namely the projects of large compensation like Bac Tan Uyen - Phu Giao - Bau Bang Road, DT743, Thu Bien-Dat Cuoc Road among others.”

To focus on fulfillment of major constructions

In the remaining ime of 2020, Binh Duong provincial authority shall promote the preparation for investments into and implementation of major projects and constructions of the province like My Phuoc-Tan Van project, Bac Tan Uyen - Phu Giao - Bau Bang, National Highway number 13, the joints of Binh Duong to Tay Ninh and Dong Nai, railroad, waterway, and ports on Saigon River development researches to service cargo transportation.

Getting to 2021, Binh Duong provincial authority shall continue to refine economic and social infrastructure and to develop urbanity and services, preparing for constructing a type-1 urbanity out of Binh Duong, contributing to the fulfillment of targets of improving and enhancing people’s lives and Binh Duong Smart City construction. In the meantime, Binh Duong provincial authority shall review and adjust mid-term public investment with annual allocation of capital resources and balances with focus on fulfillment of major constructions.

Nguyen Thanh Truc, Deputy Chairman of Provincial People’s Committee said: “In 2021, the provincial authority shall continue with breakthroughs in attracting foreign and domestic private investments by PPP to stay focused on investments into major socio-economic infrastructure development, especially those projects of wide effects on socio-economic development. Besides, Binh Duong provincial authority shall preserve its resources to invest into necessary infrastructure and services to fulfill the criteria group of urbanity proposed at the 11th Resolution of the 2020-2025 tenure Provincial Party Congress, contributing to the promotion of smart city construction under the plans.”
