To speed up the online settlement of administrative dossiers

Currently, provincial Department of Information and Communications is applying 295 online public services of level 3 and 924 public services of level 4, these are provided online on Provincial Public Service web portal at https://dichvucong.binhduong.gov.vn. Over the first 6 months of 2021, the application number of online settlement increased considerably.

Nearly 20,000 online applications solved

During the past 6 months, provincial Department of Information and Communications collaborated with other departments, agencies, districts, towns and cities in the province to enhance public services to limit crowds and combat the Covid-19. Over the past 6 months, there were 7,760 dossiers of level-3 public services and 12,443 dossiers of level-4 public services submitted by people and businesses, including online applications submitted on http:/ /dichvucong.binhduong.gov.vn, and websites of agencies and ministries are deployed in the province.

Many departments and branches handled dossiers mainly via the Internet. Specifically, Department of Planning and Investment received and processed level 3 and level 4 dossiers on the software of Ministry of Planning and Investment with a total of 11,910 records, of which the number of new dossiers of level 3 was 11,227 records, of level 4 was 683 records. Records of level 3 and level 4 that were received and settled by Department of Justice on the software of Ministry of Justice was 1,523. Department of Transport handled 4,830 records on the software of Ministry of Transport. Department of Science and Technology settled 67 dossiers on the national “one-stop shop” web portal.

Binh Duong Provincial State Treasury continued to sharply reduce direct cash reception and spending at units under the State Treasury, while enhancing processing dossiers via the Internet; implemented the Scheme on enhancing non-cash payments in the State Treasury system in order to soon form a treasury without cash transactions. Specifically, over the past 6 months, the number of dossiers of level 3 and level 4 of Binh Duong State Treasury was 24,068. This is a solution of the integration process and limiting crowds, contributing to the prevention and control of the Covid-19.

To synchronize systems

The key point of uninterrupted handling administrative records via the Internet is synchronization. At present, the province has 465 public services updated on the National Public Service Portal. To fulfill the goal of 100% public services that are eligible to go online for upgrade to level 4 in 2021 according to the direction of Provincial People's Committee, Department of Information and Communications proposed departments, agencies and People's Committees to review the registration of eligible public services for upgrade to level 4 in 2021.

Besides, Provincial People's Committee issued a plan of digital transformation program until 2025, with orientation towards 2030 in the province; regulations on management and use of digital signatures and government-specific digital certificates in State agencies of Binh Duong province; regulations on management, operation and use of video conference systems at provincial, district and commune levels in State agencies of Binh Duong province; plan to apply information technology (IT) in activities of State agencies, develop digital government and ensure network, information security in the province in the period of 2021-2025 and plan for 2021. With synchronous solutions being implemented, in the coming time, it will be more convenient to handle online administrative dossiers, meeting the aspirations of people and organizations.

Provincial Department of Information and Communications also proposed to Ministry of Information and Communications, central ministries and branches to develop a process for administrative procedures in the direction of flexibility by applying IT. State agencies must build shared databases. Each citizen uses a unique identifier for every document issued from a State agency. For the immediate solution, Department of Information and Communications advised Provincial People's Committee to have a document directing agencies and localities to appoint OSS officials and volunteers to instruct people carrying out online administrative procedures, help create an account, and attach instructions on how to use public administrative services to dossiers returned to the people so that in next time people submit documents/use public administrative services can do it themselves through provincial public service portal.

In addition, there are solutions to encourage and prioritize the early processing of online applications; increase the frequency of propagation and communication on the use of level 3 and level 4 public services; improve the capacity of the staff of 1022 hotline  for answering questions about administrative procedures and promptly assisting people in solving problems in the implementation of administrative procedures.
