To speed up the progress of electrical projects in service of production and daily-life activities

According to forecast of the electricity industry, the annual average increase in electricity demand for production and daily-life activities in the province would increase by more than 10%. In which, the output of electricity for industrial production accounts for about 70% of demand. Development orientation of the electricity industry is always in line with the actual needs, promptly construct works and projects to meet electricity demand in the province.

 To invest and upgrade

In 2020, Binh Duong Electricity Company (PCBD) rose to the top of output scale with about 14.2 billion kWh, ensuring sufficient power supply for socio-economic development needs in the province. During last year, PCBD supported more than 677 billion VND to share difficulties with businesses and people affected by Covid-19. Currently, electricity demand in Binh Duong province is increasing rapidly, some key areas such as urban areas, industrial zones etc. are at risk of overload. Therefore, the review and assessment of electricity demand in key areas is necessary to have a specific plan for the investment in power projects and works. It is forecasted that by 2025, the province's commercial electricity demand would be 20,876 billion kWh. It is estimated that the electricity industry would need more than 5,000 billion VND of investment capital to build power projects in the province.

In the dry season of 2021, PCBD has also put intermediate transmission stations into operation, ensuring adequate and stable electricity supply for socio-economic development of the province. However, some projects faced difficulties in land clearance, or are behind schedule. To solve this problem, PCBD is working with related departments and branches to soon have solutions to dismantle and soon complete power projects. In 2021, PCBD sets a target of about 15 billion kWh of commercial electricity and saves 2.1% of commercial electricity output, ensuring adequate, safe, continuous and stable supply of electricity to meet demands of people's daily-life and manufacturing activities; continues to propagate and encourages people to use electricity safely, economically and effectively.

Do Hoang Son, Deputy Director of PCBD, said that in 2021, Southern Power Corporation (EVN SPC) assigned investment capital of more than 260 billion VND for construction. In order to improve power quality, reduce losses and heighten reliability and safety in power supply, EVN SPC is rapidly proceeding with investment procedures. In which, the project of upgrading and developing the mid and low voltage grid in key towns and cities of Binh Duong province (KfW3) with a total investment of 121 billion VND, construction volume of nearly 116km of mid voltage line , 24.7km of low voltage transmission line, and 34 transformer stations with a total capacity of 5,750 kVA.

To speed up process

The peak of dry season 2021 is also the peak period when companies put more effort into production to complete orders; therefore, load pressure is placed on the electricity industry. To meet the demand well, right from beginning of this year, PCBD developed a plan to ensure power supply for the whole year, then submitted it to Department of Industry and Trade and Provincial People's Committee for approval. PCBD actively coordinated with localities, departments and branches to implement effective power supply plans.

Recently, at the meeting with EVN SPC, Do Hoang Son, Deputy Director of PCBD, said that the electricity industry was investing in 48 transmission lines and 110kV transformer stations in the province. PCBD also posed some related issues, such as construction investment fund, operating mechanism, procurement of materials and equipment... Especially slow progress of project execution due to obstacles in site clearance and compensation, resulting in overloaded existing power grid, directly affecting electricity supply to customers.

To satisfy the electricity demand for production and daily-life activities in the area, Nguyen Phuoc Duc, General Director of EVN SPC, asked Southern Power Grid Project Management Board and Southern Electricity Management Board to coordinate well with PCBD, local departments and branches to accelerate the implementation of 110kV projects. In addition, in 2021 8 key transmission lines and transformer stations of 110kV must be completed to prevent overload as recommended by PCBD.

Previously, PCBD has put into operation intermediate transmission stations to ensure adequate and stable electricity supply for socio-economic development in the province. Specifically, Tan Hiep T1 transformer station, phase 1, has been completed and put into use, contributing to stabilizing elecricity quality for production in industrial parks and the center of Binh Duong New City. However, some implemented projects are facing difficulties in site clearance work, hence they cannot be on schedule. Leaders of EVN SPC, PCBD also proposed Provincial People's Committee and related departments, branches would soon have solutions to solve difficulties, especially lands in order to soon complete electricity supplying projects.

 Leaders of PCBD informed that over the first 3 months of 2021, the company did not perform power savings in the area, guaranteed safe and stable power supply for socio-economic sectors. Total commercial electricity output was more than 3.4 billion kWh, reaching 22.95% of the target assigned by EVNSPC in 2021. In which, the commercial electricity output of 22kV voltage reached more than 3 billion kWh, an increase of 5.21% over the same period in 2020. The power output supplied to industrial production increased by 6.91%, accounting for 78.3%. The whole province saved 82.27 million kWh of electricity, up 51.93%. PCBD has reduced electricity prices and electricity bills for customers affected by the COVID-19 phase 2 in the province with the total cost of more than 106 billion VND.
