Early July 10, Prime Minister Pham Minh Chinh attended a ceremony launching the nationwide Covid-19 vaccination campaign at the headquarters of the Ministry of National Defense. Binh Duong Newspaper would like to introduce the full text of the Prime Minister's speech.

Today, we together performed a ceremony launching the nationwide Covid-19 vaccination campaign. This is an important event with the goal of affirming the message and very high determination of the Party, the State and the entire people to fight the pandemic, protecting people’s health first of all and bringing the country back to normal for development in accordance with the goals set out by the 13th National Party Congress.

We are here today with a very special feeling. Special thoughts are towards Ho Chi Minh city and some southern provinces, where people are facing more difficulties from the pandemic; where the lives of people are affected by blockade, social distancing measures…; where we need to show our hearts, solidarity and sharing more than ever; where we feel tolerant, compassionate and no one is left behind in the pandemic, no one stands apart from accessing vaccines.

Not only our country, but the whole world cannot anticipate the fierce and unpredictable developments of the Covid-19 pandemic, especially the appearance of the Delta variant with fast, strong infection. Vaccines are considered as the most effective measure to prevent and control Covid-19 pandemic.

Since the beginning of Covid-19 pandemic, leaders of the Party and State, relevant agencies and organizations have closely followed the developments of the pandemic, regularly and promptly had appropriate solutions to curb the pandemic. Therefore, Vietnam has been one of the world’s few countries effectively fighting the pandemic while promoting economic growth since the outbreak of the pandemic.

With foresight in a bid to seek basic solutions to bring the country out of the pandemic, the Party and State are determined to implement a national vaccine strategy. The strategy focuses on main contents, including importing vaccines, making technology transfer for vaccines, researching to produce domestic vaccines in order to give free vaccines for people. To achieve this goal, we have focused on synthesizing many measures such as strengthening negotiations, diplomacy and mobilizing financial resources…

The supply of vaccines is scarce, and our country has effectively implemented anti-pandemic measures, so it is not a priority country to be provided vaccines. But with the efforts of leaders of the Party and State, especially the Party General Secretary, the State President, the National Assembly Chairman, the Prime Minister, relevant ministries and sectors in vaccine diplomacy, we have signed contracts to supply over 100 million doses of vaccine in 2021 while the country’s technology transfer, research and production of vaccines has also been promoted and reached positive results. According to data from the Ministry of Health, about 4 million doses of vaccine have been administered so far.

The use of vaccines in recent years has received the consent and sharing of the people. The first doses of vaccines to Vietnam were administered to frontline anti-Covid-19 forces. Vaccines are distributed on the principles of fairness, equality, openness, transparency, flexibility and effectiveness. I have felt deep humanity with the sympathy of compatriots for each other. Many people want that at this time there is not much vaccines, let those in areas where the pandemic is complicated to be injected first without enviousness. That’s reason why the vaccine batches last month were concentrated for workers and people in pandemic-hit areas of Bac Ninh and Bac Giang. And these days, vaccines have mainly been for people in Ho Chi Minh city and some southern provinces hit by the pandemic.

The goal of the vaccine strategy is to give free annual vaccinations to all people in order to achieve herd immunity. To achieve this goal, we must ensure enough vaccines for the people from imported and domestically produced vaccine sources. And everyone has equal and fair access to vaccines. Now there are vaccines, we must provide free vaccinations to the people opportunely, safely and effectively. The past few months were the beginning of accumulating and drawing valuable lessons for us to deploy vaccination on a large scale, and today we officially launch the largest-ever vaccination campaign. It is expected that we will inject about 75 million people with 150 million shots in the second half of 2021 and the beginning of 2022.

In order to effectively carry out the vaccination campaign, we must have good coordination in vaccination. Particularly, the Ministry of Health is the key to coordination between relevant ministries, sectors and localities, especially army, police forces, and local authorities to organize scientific and correct injections. In the coming time, with a large number of vaccines, we need to develop a scenario for preservation, transportation, distribution to ensure fast, timely, safe and effective vaccination. In order to implement the vaccine strategy, taking long-term care for the people's health, the Party and State will implement the goal of boosting domestic production and import to have enough vaccine sources every year.

On this occasion, I call for the unanimity, solidarity, support and community responsibility of the entire people so that we can defeat the pandemic. The pandemic is complicated, so we are not subjective after vaccination but still need to strictly follow the professional instructions of the Ministry of Health, the leadership of the Party Committee, the government together with the participation of the Fatherland Front, mass organizations at all levels. Let the message of "I am for everyone and everyone is for myself" and "Love others as much as myself" be lightened, inspire and spread in the community.

The Party, State and people understand and highly appreciate the sacrifice and hardship of frontline anti-Covid-19 forces, especially medical staff nationwide. On behalf of Party and State leaders, I would like to thank all comrades and frontline forces against the pandemic and hope that you all continue maintaining your mettle, quality and responsibility to the community and the people while thanking you for the people across the country for their uanimity in Covid-19 prevention and control as well as implementation of the nationwide vaccination campaign.

On this occasion, I also, on behalf of the leaders of the Party and State of Vietnam, thank international organizations, international partners, friends, and overseas Vietnamese who have helped Vietnam in Covid-19 prevention and control, including the distribution and support of the supply of vaccines to the country.

There are still many difficulties ahead, so we must unite, promote the tradition of great national unity, resolve together to successfully realize the nationwide Covid-19 vaccination campaign. We will have faith in repelling the pandemic, bringing peace and health to the people and developing the country. The belief will come from the actions of each of us, the belief will belong to each of us and the belief belongs to our country, the heroic historical tradition of our nation. We also believe that through the fight against the pandemic, we will grow stronger, more mature and stable to build up a more powerful country, and the people will be more prosperous and happier people, for the goals of rich people, strong country, democracy, justice, and civilization.
