Type-I urban area – the opportunity for comprehensive urban quality

The Ministry of Construction has appraised and approved the proposal of recognition of Thu Dau Mot City in Binh Duong Province as a type-I urban area. In this event, Binh Duong correspondent interviewed Nguyen Loc Ha, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thu Dau Mot City.

Reporter: The Ministry of Construction has just appraised and approved the proposal of recognition of Thu Dau Mot City in Binh Duong Province as a type-I urban area. Please let us know about the meaning of it?

Nguyen Loc Ha:

That the Ministry of Construction recognized that Thu Dau Mot City is a type-I urban area was fully compatible with the master plan for urban development in Vietnam and the urban development program of Vietnam approved by the Prime Minister. At the same time, it is in line with the urban development orientation of Binh Duong province, meeting the aspirations of the Party, authorities and people of the city.

This is also an opportunity for Thu Dau Mot City to strive to improve urban quality in all aspects, promoting the cause of socio-economic development; nuclear accelerates the process of urbanization in the province in general and Thu Dau Mot City in particular. Being recognized as type-I urban area also helps Thu DAu Mot City perform well the urban role with the function of administrative - service - trade - tourism - industry center of the province, according to Decision No. 1701/QD-UBND dated June 26, 2012 of the provincial People's Committee approving the master plan for construction of Binh Duong urban center up to 2020 with a vision to 2030.

Reporter: What efforts of targeting urban development standards have been implemented by local Party Committee, authority and people to get Thu Dau Mot City approved as type-I urban area, sir?

Nguyen Loc Ha:

Thu Dau Mot has been recognized as a type-II urban center in mid-2014. In order to achieve the current type-I standards, along with the concern of the central agencies in orienting and building the objectives of urban development in Thu Dau Mot regarding the national urban development program in 2012-2020, the provincial Party Committee of Binh Duong has issued specific resolutions on urban construction and development including Resolution No. 66-NQ/TU dated July 30, 2006 on construction and urban development of Thu Dau Mot for the 2006-2010, Resolution No. 32-NQ/TU dated February 19, 2012 on construction and urban development of Thu Dau Mot for 2011-2015, and Resolution No. 17NQ/TU dated December 26, 2016 on the continual construction and development of the city of Thu Dau Mot in 2016-2020 and the following years. Provincial People's Committee and Party Committee of Thu Dau Mot City also have programs, plans and projects to implement the resolutions of the provincial Party Committee. Therefore, the city is gathering all resources to invest in urban construction and development according to the set objectives.

With the efforts and determination of the Party, all-level authorities and local people in building and developing Thu Dau Mot City into a city of type I in 2017, the city has achieved many successes including great achievements in socio-economic and urban development, contributing to the acceleration the urban development of the whole province and gradually improving the quality of life of the people of the city.

According to Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016 by the Standing Committee of the National Assembly on urban classification, up to now, Thu Dau Mot has gained 37 out of 59 criteria belonging to five groups of criteria for urban type-I urban area, reaching the maximum score as the standard for economic growth including the percentage of semi-permanent and semi-solid houses, land area for transportation, electricity supply, main drainage density, criteria for the number of urban upgrading and renovation projects, the amount of public space and so on which the city has scored 19/59 over the minimum score.

Reporter: To maintain and develop quality standards of an urban area as approved, what measures should be done in Thu Dau Mot City, sir?

Nguyen Loc Ha:

Being recognized as type-I urban area is a very important milestone that the Party Committee, authority and local people of Thu Dau Mot City have tried hard to gain but this is not the ultimate goal. After being recognized as a type-I urban center, on the basis of revising the standards under the urban center classification, apart from continuing to promote the group which has reached the maximum mark, the city will continue to implement the solutions to raise the standard groups that have not reached the maximum level, focusing on overcoming the standards not at the minimum point.

Specifically, on the basis of Resolution No. 17-NQ/TU dated November 14, 2016 of the provincial Party Committee on the continual construction and development of Thu Dau Mot urban area in 2016-2020 and in the following years, the City People's Committee will concentrate efforts on implementing programs and action plans, paying attention to the investment in and development of the system of technical and social infrastructures in line with the planning and step by step development in the direction of green, clean, beautiful. Besides, the city attaches great importance to improving the quality of life of people while maximizing resources and advantages and finding new motives for building Thu Dau Mot urban center on a par with the central urban center of Binh Duong city in the future. Together with that, the city will effectively mobilize resources of enterprises, people's participation and the role of the provincial land development fund to invest in building and developing the city. The city will also invest in a number of key projects and projects to create driving force and spillover for urban construction and development in the western and northwestern part of the city. To renovate a number of existing urban areas along the direction of prioritizing the construction of public works, serving the daily-life needs and entertainment and recreation for the people.

Together with that, the city will focus on implementing the project of organizing the campaign "building cultural and urban lifestyle in the city in 2016-2020" to raise awareness and responsibility of political system for the task of building urban Thu Dau Mot in "civilized - rich and beautiful - modern" manner, creating a change in awareness and sense of execution for actively participation in the construction of cultural - urban civilization. In addition, localities will mobilize the maximum resources, the active participation of people to invest in embellishing and civilized urban development. In particular, the city will invest in motivating works and create a pivotal foundation for people and businesses to participate in the building of a cultural and civilized lifestyle in order to improve the quality of life of people.
