Urban development in Binh Duong makes breakthrough

In the implementation of the 12^th National Party Congress Resolution and the 10^th Provincial Party Congress Resolution for the tenure 2015-2020, the Provincial Party Committee developed a breakthrough program for the implementation of Provincial Party Resolution on urban development. Accordingly, the province has focused on implementing the program of urban development and improvement of life quality, contributing to changing urban face of the province.

On February 17, 2017, Provincial Party Committee issued the Program No. 39-CTr / TU on the inspection and supervision program of provincial Party Standing Committee in 2017, which included the supervision of leadership, direct and implement the investment in building new urban areas in association with upgrading and renovating Thu Dau Mot and satellite towns, Thuan An, Di An, Ben Cat and Tan Uyen, towards civilization, wealthy and beautiful, and improving life quality of the people.

Vo Hoang Ngan, Director of Department of Construction, said that the department coordinated with localities to review and redefine the road map for urban upgrading, key projects to ensure the conformity to urban development orientations and local actual situation. In addition, the Department cooperated with related units to implement works and projects as planned; overcome obstacles, speed up the implementation process in 2017 and the following years to create a breakthrough in the field of urban development. The Department also sped up the developing and approving progress of Ben Cat and Tan Uyen urban upgrading project; worked with People's Committee of Thuan An Town and Di An Town to assess the roadmap to heighten the urban class in the area in accordance with the local conditions.

Currently, Department of Construction is collaborating with localities to review the status of urban areas, consult the professional guidance of Ministry of Construction on Thuan An and Di An  urban class heightening from class 3 to class 2 in the period 2018-2019. At the same time, the Department also reviewed the remaining urban areas in the urban development program and advised provincial People's Committee to propose Ministry of Construction for adding urban areas in the province to urban upgrading list under the National Urban Development Program.

Urban upgrading

Provincial urban development program and urban development programs of localities like Thu Dau Mot, Thuan An, Di An, Ben Cat and Tan Uyen were approved and implemented synchronously. Since the Resolution No. 1210/2016 / UBTVQH13 of the National Assembly Standing Committee came into force, Binh Duong has implemented and completed procedures for upgrading urban areas. Urban areas shall be upgraded according to the roadmap, including: Thu Dau Mot upgraded from class 2 to class 1 in 2017; Thuan An Town and Di An Town from class 4 to 3 in 2017; Bến Cát and Tân Uyên are preparing to upgrade from class 4 to 3 in 2018; two localities in north province were recognized as class-cities in 2017, including Lai Uyen (Bau Bang district) and Tan Thanh (North Tan Uyen district).

For new urban areas, Department of Construction advised provincial People's Committee to approve the adjustment of general planning (zoning plan) of Binh Duong Industry-Service-Urban Complex on the basis of the Prime Minister’s policy on adjusting the area planning of industrial parks in the complex. Accordingly, the province adjusted the development of urban space and infrastructure in line with changes in the role, characters and functions of the complex in general and new urban areas in particular; supplement some urban development projects; review the detailed planning of breakthrough key projects in Binh Duong New City attached to the Smart City scheme.

For the renovation of urban areas, the province has been focusing on the development of urban areas in south province such as Thuan An, Di An, Thu Dau Mot, Ben Cat, Tan Uyen. Particularly, Thu Dau Mot City has orientated urban development in combination with renovating, adjusting the function and structure of land use in lands of agencies and units that have been and will be relocated. It can be seen that the renovation of old urban areas has contributed to improving the urban appearance of the province. Many urban architectures and landscapes have been invested, creating modern and civilized urban spaces such as Binh Duong Industrial - Service - Urban Complex with complete infrastructure; Becamex Center Mall; Goucoland Commercial Complex...

In addition, localities in the province also focus on renovating roads and pavements in their area; urban technical infrastructure services shall be supplemented, like extension of the scope of clean water supply, improvement of main urban water drainage axes in combination with upgrading of canal sides according to the project; Power supply shall also be renovated... All are creating the appearance of a modern urban Binh Duong.
