Vocational training for rural working force – job opportunity for the poor

Over the past time, departments, units, and localities in the province have actively assisted the poor by offering them vocational training and job introduction. This is a practical way to help poor households sustainably escape poverty and stabilize their lives, contributing to the implementation of the province's social security targets.

Stable income

Dinh Cong Hoang of Tan Thanh commune in Bac Tan Uyen district was previously in challenging situation as his disability prevented him from finding a job. Considering his situation, Tan Thanh People's Committee has created conditions for him to learn about bonsai caring. With knowledge learned, he himself built a garden of clean vegetables and orchids. At present, his life is less difficult and his children are well educated. Hoang confided that he was offered knowledge from which he received the science and technology to apply to growing orchids and vegetables. The months of the experiment were difficult, but now his family could make ends meet. As a man of disadvantages, he now feels happier for not being dependent on his family and the society.

Like Hoang, many poor people have been supported by vocational training courses under the rural labor training scheme. Some main industries selected for training include building, breeding, bonsai caring, motorbike repair, civil sewing, cooking for banquet and so on. By these vocational training courses, learners have access to new knowledge about their field of training; and, jobs are created for them to make a living. In addition to vocational training courses, the Department of Labor, Invalids and Social Affairs (DOLISA) has also introduce the poor in districts, towns and Thu Dau Mot City into companies and enterprises; thereby, improving the income for themselves and their families. Tran Thi Thu Huong of Tan Dinh Ward, Ben Cat District said that the courses have offered her a stable job.

Suitable industries supplemented

According to Mr. Ha Minh Trung, Deputy Director of DOLISA, vocational training program for rural workers has brought many opportunities for the rural poor to change their lives. Up to now, vocational training is not manipulated by quantity and performance but by closer organization in accordance with employment needs and personal skill development. The vocational training has brought about positive effects, especially for the poor who are lack of productive land and limited in production. Specifically, thanks to apprenticeship, thousands of households have escaped from poverty, with average incomes rising to high income households.

In the first nine months of 2017, DOLISA, Association of Farmers and the Association of Women cooperated with districts, towns and Thu Dau Mot City to open 908 vocational training courses for 2,864 trainees including 1,720 non-farm trainees and 586 agricultural trainees. Pham Van Tuyen, Deputy Director of DOLISA also said that the vocational training of rural workers in the past time has become the motto of the province, helping them to make ends meet by their own ability. Vocational training is also closely linked to major programs including a sustainable poverty reduction program and new rural development program.

Promoting vocational training effectively, DOLISA has dispatched its labor market researchers to investigate labor recruitment needs of units and enterprises to supplement suitable professions and assurance of stable jobs. In the period of 2018-2020, the target of vocational training of rural vocational training project is for about 4,140 people, of whom about 2,640 people are in the non-agricultural sector and about 1,500 in the agricultural sector. The rate of employment after apprenticeship in this period should be at least 80%.
