Voters' conferences in residential areas guarantee democracy and publicity

According to the plan, from March 21 to April 13, Fatherland Front Committees of localities in the province have held conferences to collect residents' opinions and confidence votes on candidates for deputies of the 15th National Assembly and all-level People's Councils tenure 2021-2026.

The conference gathered residents' comments and confidence votes on candidates for deputies of the 15th National Assembly and all-level People's Councils 2021-2026 in Quarter 8, Phu Loi Ward, Thu Dau Mot City.

Be practical and effective

According to guidance of the Central Government, the collection of residents' opinions and confidence votes on candidates for deputies of the 15th National Assembly and all-level People's Councils tenure 2021-2026 (including nominated candidates and self-nominated candidates) is held at governing bodies' offices of quarters, hamlets, or the most convenient places for voters,  and is convened and chaired by Standing Committee of Vietnam Fatherland Front Committees at commune level in collaboration with People's Committees of the same level.

At these conferences, voters compare deputy's standards of National Assembly, People's Councils at all levels to give opinions and cast their confidence vote for each candidate. The conference votes by show of hands or secret ballot, but it is required to have a vote counting team. Minutes of the conferences must clearly state the total number of voters convened, the number of present voters, voters' opinions and confidence for each candidate...

Getting voters' comments and confidence on candidates is a very important stage to screen out qualified delegates, who are truly representative of the will, aspirations and ownership of the people. Resolution of the National Assembly clearly stipulates that a candidate, who does not gain the confidence of more than 50% total number of voters attending voters' conference of locality where the candidate resides, is not included in candidate list at the 3rd negotiation conference. Therefore, the requirement is that the conference must ensure thoughtfulness, equality and fairness.

Nguyen Van Loc, Member of Provincial Party Standing Committee, Head of Provincial Party Mass Mobilization Board, Chairman of Provincial Fatherland Front Committee, said the purpose of voters' conferences are to ensure that the collection of opinions and confidence vote is unified and uniformly organized in the Fatherland Front system from province to grassroots level; at the same time, to record voters' opinions on candidates for National Assembly and People's Council's deputies. The organization of voters' conferences is implemented according to principles of democracy, publicity, practicality and efficiency. The conference content, time and venue must be widely announced on local mass media for people to know and participate in. Besides, there must be collaboration between Fatherland Front at commune level and the government at the same level.

Voters express their expectations

As noted, voters' conferences to gather residents' comments and confidence votes on candidates for deputies of the 15th National Assembly and all-level People's Councils 2021-2026 met the set requirements. Specifically, the conference in Quarter 3 of Tan Dinh Ward (Ben Cat Town) had the participation of nearly 70 voters representing households in this neighborhood. The conference announced a list of candidates for the 15th National Assembly and 2021-2026 all-level People's Councils' deputies. After announcing the list, profiles of candidates, voters in Quarter 3 of Tan Dinh Ward, where the candidates live, made many comments. Accordingly, the residents are very confident in and have high expectations on the candidates. These are persons who deserve to stand for election to the National Assembly, as well as People's Council deputies.

Similarly, in Nhut Thanh hamlet of Thanh Hoi commune (Tan Uyen town), Vietnam Fatherland Front Committee of Thanh Hoi commune held a conference to gather residential voters' opinions and confidence on candidates for deputy election of the 10th National Assembly and People's Councils at all levels 2021-2026. In this election, Nhut Thanh hamlet had 1 candidate for the 15th National Assembly; 14 candidates for People's Council of the commune. After hearing brief biographies of candidates for National Assembly and commune-level People's Council's deputies, voters in Nhut Thanh hamlet expressed their high agreement. All thought that these were persons who have a stable ideological stance, strong political bravery, have good ethical qualities, good qualifications, professional capacity, always listen to the people's opinion, be close and respectful to the people. The candidates are exemplary citizens and Party members, have close relationships with the locality and residents; actively participate in movements launched by local government.
