What should province do to rank first in CPI?

The year of 2009 was the second consecutive year Binh Duong ranked second in provincial competitiveness index (PCI). Right after the Vietnam Chamber of Commerce and Industry (VCCI) released the report on PCI 2009, Binh Duong Newspaper’s reporters met with Ph.D Le Dang Doanh and Senior economist Pham Chi Lan to make clear the reason that why the province can not rank first in the ranking despite its efforts of management and investment climate.

Ph.D Le Dang Doanh: PCI is a relatively true picture

What do you think of the picture of PCI 2009?

I read the report of PCI 2009 and realized that it as a relatively true picture. For instance, Ha Noi wished to surge 10 places but it fall 2 ones. Ha Noi should reconsider the problem. I think localities should learn experiences of Da Nang because its infrastructure, IT and transparency were excelled.

There were 9,890 private businesses attending PCI 2009 ranking. Does the figure represent business community reliably?

It was a very high rate. On average, every province won a response of over 100 businesses, so their representation and sample selection were reliable.

Up to 61.26% of businesses said that to access documents and plans of provinces must have relations. The figure was equal to 2006’s figure. What do you think of the improvement of transparency?

Information transparency 2009 was assessed at a low rate because ministries announced too many circulars and guidance was not announced. For example, documents of tax sector were not updated on its website. Therefore, it is necessary to boost transparency.

This was the second consecutive years Binh Duong ranked second in the ranking, though it topped the ranking in the first three years since VCCI first announced PCI. The province has selected hi-quality projects for the sake of environmental protection and some projects were refused to license. If the refused businesses attended to select the ranking, would the result of PCI 2009 be objective?

The participation of some refused businesses did not impact on the ranking. I think the province should improve itself.

So, what should the province do to improve its PCI position in the years to come?

I think it focuses on transparency and professional of public servants. Many businesses complained about some staff’s behaviour.

Senior economist Pham Chi Lan: Binh Duong should not be self-satisfied

According to the senior economist, the province has long been one of the most typical localities of socio-economic development of the country. She said that other localities should learn about the province’s experiences of socio-economic growth and investment improvement.

Could you tell the reason of the second place of the province while it made greater efforts for management work?

As I told I highly valued the province’s managerial work. However, over the past time, some provinces and cities have made greater efforts to improve their competitive capacity and Da Nang is a concrete example.

So the province shows its signals of stop in business climate improvement?

I think the province should consider some its other indexes, aside from the position. And, it should improve indexes with low grades…

To improve business climate and enhance CPI capacity, what measures should the province consider?

I think it should focus on more concrete measures. To say, the locality has to do better to avoid self-satisfaction to maintain and improve its place.

Besides, with 75.96 poins of Da Nang, a locality ranks first the ranking and 74.01 points of Binh Duong, the points are still low compared to 100 points and are a significant distance. I think localities should make greater efforts to avoid self-satisfaction.
