Women participate in social supervision and criticism

To implement social supervision and criticism, contributing ideas to the Party and government building, in recent years, all levels of Women's Union (WU) in the province have focused on implementation and gained some good results. Social supervision and criticism, contributing opinions helped strengthening trust and unanimity between the Party, government, and the people.

By supervising and criticizing, provincial Women's Union assist non-public authorized preschools in operations, ensuring a good learning environment for children of workers.

Innovation in supervision

Nguyen Thi Thanh Mai, Vice Chairwoman of provincial Women's Union, said that all levels of WU were aware of the importance of social supervision and criticism, suggestions for building the Party, building the government, and identified this as one of the key missions. Every year, provincial WU specify action plans in order for WUs of districts, towns, city, communes, and wards to develop supervision contents of each level. In addition, depending on the actual situation of each locality, WUs of districts and city select additional supervision contents suitable to their local situation.

In particular, WU at all levels in the province had many innovations in the registration of supervision contents, the organization of social supervision to gradually ensure the effectiveness, practicality, and quality. The supervision contents were registered with Party Committees from the end of the previous year, focused on regulations related to members and women, such as maternity policy for rural women and daycare centers in rural areas; policies to issue health insurance cards for children under 6 in 4 communes and wards; the enforcement of election law; Decree 56/2012/ND-CP dated 16 Jul 2012 of the Government; propagation and dissemination of laws and regulations for women; the implementation of regimes for female employees during maternity and child rearing ...

In order to organize supervision, WUs at all levels organized supervision through the establishment of delegations, in which the provincial level set up 7 monitoring programs with 7 contents, 10 units were directly supervised. In addition, WUs at all levels also conducted monitoring through reports of agencies, complaints, and feedbacks of members and women. To promote effectiveness

Nguyen Thuy Trang, a worker at Chau Hai Lam Company in Uyen Hung Ward, Tan Uyen Town, said: “Currently the company has enough bathrooms and toilets at our workplace. In addition, we also organize periodic gynecological examination as prescribed; the minimum leave is 3 days / month when it comes to women's period, and is entitled to 30 minutes / day off, resting time are fully paid as normal and overtime working to female employees who are pregnant from 7th month  and above. Working environment ensures good health of employees. It is also thanks to the supervision of WUs at all levels”.

For example, in 2018, Tan Uyen Town WU boldly selected supervision contents for regimes for female workers in enterprises. Through an inspection team of the Town People's Committee, the town WU organized supervision of two enterprises with domestic investment and foreign-invested enterprises with many female workers, Green River Company (Tan Phuoc Khanh Ward) and Chau Hai Lam Company (Uyen Hung Ward) on the implementation of regimes and policies for female laborers during maternity and child raising. After surveys at company workshops, and direct meetings with female employees, it shows that businesses fully complied with the regulations for female workers.

In addition, WU of Thu Dau Mot City organized 7 thematic supervision with 9 contents at 7 agencies, units, and communes, wards about policies on issuing health insurance cards for children less than 6 months old; maternity regime for rural women. Thuan An Town WU supervised activities of licensed, non-public preschool classes, trainings for female cadres, etc.

It can be seen that WUs at all levels chose the right issues that women are interested in such as female cadres, the implementation of health insurance, supervision of independent private childcare groups, food safety hygiene issues ... to gradually improve the quality of social supervision. In terms of supervision, supervisory teams not only stopped at considering reports but also directly supervised, organized surveys, collected votes, or organized in-depth interviews in order for units to build up monitoring reports in accordance with reality, make recommendations that are appropriate and practical, and most recommendations were recognized by the authorities.

The participation of WU at all levels in supervising, criticizing and commenting is not only exercising the rights and responsibilities prescribed by law, but also contributing to the implementation of gender equality and enhancing the role and responsibilities of WU all levels in building Party and government. However, the implementation of the social supervision and criticism still faces many difficulties, because some ward and commune grassroots unions are still confused; supervision contents selected by units are not close to the actual situation of their professional and locality; monitoring methods are not diverse, mainly according to programs and plans...
