Binh Duong determines to overcome difficulties, fulfill socio-economic development goals

On December 9, at the 8th session of the 10th Binh Duong Provincial People's Council, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, explained opinions of Provincial People's Council’s delegations and some key solutions to implement the socio-economic development plan 2023.

Implement the peak period to accelerate disbursement of public investment capital

Explaining some queries of voters and members of the Provincial People's Council on public investment, Vo Van Minh said that by 30th November 2022, total disbursement value was VND4,719 billion, reaching 45.8% target; the province is striving to achieve the disbursement rate of over 95% by 31st January 2023.

However, at present, there are still some problems in land price appraisal to realize compensation for site clearance; the progress of implementation and disbursement of some key projects is still slow...

To achieve the highest rate of public investment plan according to direction of the Prime Minister, the Provincial People's Committee has implemented the peak campaign to step up disbursement of public investment capital until the end of 31st January 2023.

The province concentrated and mobilized maximum resources to perform tasks and solutions to accelerate disbursement of public investment capital in the remaining months of 2022; in which specific disbursement targets and performance tasks are assigned to each department, branch, locality, and investor.

Additionally, the province will continue to shift capital from projects with low disbursement rate to projects with demand and ability to absorb capital at the end of the year to increase the province's overall disbursement rate.

In 2023, the province will focus on some tasks and solutions such as: quickly complete project procedures; disburse capital for compensation and site clearance for key projects that are likely to be completed and put into use within the year; take the initiative in building resettlement areas in service of compensation and clearance; review the implementation progress and disbursement capacity of each project to transfer capital accordingly; heighten the sense of responsibility of investors, professional sectors, local authorities...

Support businesses

Chairman of the Provincial People's Committee said that with a high sense of responsibility, the Provincial People's Committee always accompanies and supports enterprises in production and business activities.

The province continues to regularly direct and urge activities of working groups to support enterprises; organize meetings and dialogues with industry associations, enterprises, representatives of trade unions; directs branches and levels to support and assist enterprises, research, and have good and specific solutions.

“The province proactively grasps the situation, solves difficulties of enterprises to recover and develop the economy; timely implement support packages for enterprises and employees to have a stronger impact on the production and business recovery process; support businesses in digital transformation.

Currently, many businesses are operating stably; some expand production and want to recruit more workers. The Provincial People's Committee will continue to effectively implement the plan to recover production in the coming time," said Vo Van Minh.

Overcome limitations of medical sector

The shortage of medicines and medical supplies is a very hot issue, which has attracted the attention of the public and voters in recent years. This is a limitation not only of Binh Duong province, a few hospitals but also of most localities and the whole country’s medical sector, due to both objective and subjective reasons.

In this regard, the province has properly implemented the procurement process but there are still some problems, which were reported to the Prime Minister, Ministry of Health for consideration and guidance.

In addition, at present, medical branch of Binh Duong and the whole country are facing many difficulties, medical staff is under a lot of pressure at work. “I hope to receive sympathy and sharing regarding the above difficulties, and at the same time, demand that medical sector to actively remedy existing limitations and shortcomings as posted by delegations and voters in the province; quickly complete the overall project on provicnial medical branch development by 2030; soon put the 1,500-bed General Hospital into operation and carry out the investment procedures of a 2,000-bed hospital in the province…”, said the Chairman of Provincial People's Committee.

Concentrate all efforts on sustainable development solutions

Talking about key solutions in 2023, the Chairman said that to achieve and exceed the goals set out in 2023, the Provincial People's Committee focus on implementing specific, active and effective solutions; namely, the following key tasks: fast, comprehensive, sustainable development, and the depth in all fields.

In particular, to promptly review and remove barriers and obstacles in fields of land, construction, and procedures that hinder production business activities, improve the business investment environment, and eliminate bottlenecks in site clearance, establish industrial parks and industrial clusters.

Provincial People's Committee will implement Resolution 29-NQ/TW on further promoting industrialization and modernization until 2030; encourage enterprises to restructure towards green industry, circular industry, and industry 4.0.

The Provincial People's Committee urgently implements the next steps of the Provincial Planning for 2021-2030 period, with a vision for 2050; at the same time, develop plans and programs for effective implementation of the Politburo's Resolution No. 24 and the Government's Action Program on socio-economic development and assurance of national defense and security in the Southeast region until 2030, vision for 2045…

Speaking at the session, Chairman Vo Van Minh also put forward some solutions to continue well implementing social security policies, taking practical care of people's lives; paid attention to investment in socio-cultural development to be commensurate with economic growth.

In addition to the annual tasks, the province disseminated Resolutions of the sixth conference of the Party Central Committee, 13th term; continue to drastically implement administrative reform, digital transformation, build e-government and smart cities; strongly improve the business investment environment, enhance the province's competitiveness and improve administrative reform indicators, information technology application, digital transformation and solutions to further ensure national defense, security...
