Digital transformation, building smart new-style countryside

Ministry of Agriculture and Rural Development (MARD) has cooperated with Ministry of Natural Resources and Environment organized a nationwide teleconference to implement the Program of strengthening environmental protection, food safety, rural clean water supply and the Program of Digital Transformation in new rural construction.

To enhance environmental protection

The Prime Minister issued Decision No. 924/QDTTg dated August 2, 2022 approving the digital transformation program in the new rural construction, turning towards smart new rural areas in 2021-2025 period. Digital transformation program is in charge by MAR and a coordination between ministries, branches and localities. The target set out until 2025 is to develop digital administration in rural areas.

Accordingly, the goal is that at least 97% of communes must meet criterion 8.4 on information and communication according to the national criteria for new-style rural communes; 50% of communes meet criterion 8.4 on information and communication, 50% of communes meet criterion 15.2 on public administration according to the national criteria for advanced new rural communes.  The program also sets out a goal of 100% administration staff at all levels involving in the National Target Program on new rural construction will be trained and improve their qualifications for digital transformation. Developing the digital economy, contributing to stimulating the rural economy, at least 70% of communes have cooperatives, 70% of districts have production linkage models combined with the consumption of key agricultural products, and 50% of linkage model associated with raw material areas with digital technology application.

The Prime Minister also issued Decision No. 925/QD-TTg dated August 2, 2022 approving the program to strengthen environmental protection, food safety and rural clean water supply in the new rural construction 2021-2025 period. Accordingly, by 2025, at least 55% of the rural population will have sustainable access to standard clean water with a minimum quantity of 60 liters/person/day. At least 50% of rural households implement waste separation solutions at source; 80% of domestic solid waste is collected and treated; each province, city directly under the Central Government deploys 1-2 models of domestic waste treatment at district level or higher with appropriate technology.

The program also sets a target that at least 15% of rural households having domestic wastewater to be collected and treated by appropriate and effective methods; 50% of district-level units deploy appropriate and effective decentralized collection and treatment of domestic wastewater in clusters or areas. At least 80% of livestock waste and 60% of agricultural by-products must be collected, reused and recycled into environmentally friendly materials, fuels; 95% of plant protection drug packages after use are collected and treated according to regulations…

Development of digital administration

Binh Duong's agricultural sector has implemented the Plan No. 3248/KH-UBND of the Provincial People's Committee on a plan of e-commerce development in the province in the 2021-2025 period, and updated information, improve knowledge and skills of digital transformation to implement solutions in management and organization of production and sale of agricultural products through IT application solutions, online sales channels... According to statistics, up to now, more than 17,000 organizations and individuals in agriculture sector have registered accounts for buying and selling transactions on e-commerce platforms.

The general objective of the draft decision on the approval of digital transformation plan for the agriculture and rural development sector of Binh Duong province in 2022-2025 is to implement strongly digital transformation in administration to have timely policies for the development of the agriculture and rural development sector. Information technology application widely and effectively is the basis for administrative reform, improving labor productivity, contributing to modernizing the administration, ensuring network security, information privacy.

According to Department of Agriculture & Rural development, digital transformation in agriculture is an inevitable orientation, especially solutions to digitize data in production management, traceability and organization of e-commerce activities. Specifically, solutions for management, granting planting area codes, traceability of agricultural products, and sales through online applications. Despite of some confusion at first, this is an inevitable trend, the sooner the application is carried out the more competitive we are in the next development phase. Farms, enterprises, and cooperatives soon apply into production and exploit the full potential of Binh Duong agriculture.

Pham Van Bong, Director of Department of Agriculture & Rural Development, said digital transformation is the solution to modernize agricultural sector, in 2022 the agriculture and rural development sector has has focused on issues of digital transformation. Building and developing a digital transformation platform with key tasks, such as transforming awareness, creating institutions, developing digital infrastructure, and digital data platforms. Review administrative procedures and business processes based on simplification or appropriate changes so that digital technology can be effectively applied. Besides, e-commerce development in the consumption of agricultural products, strive that all OCOP products recognized by the Provincial People's Committee are put on e-commerce floors. Deploying and applying production management and traceability software systems for establishments and businesses participating in e-commerce floors.

Tran Thanh Nam, Deputy Minister of Agriculture & Rural Development: It is necessary to continue supplying clean water to people in remote areas in association with the treatment of domestic waste. To enhance propagation, education, raise awareness, and transform thinking about digital transformation in new rural construction among Party committees, authorities, officials and the population; promote the building of digital administration in new rural construction, motivate the digital economy in rural economic development; enhance the application of digital technology in activities of collecting people's satisfaction on the results of new rural construction.
