Forming up civilized and modern urban space
Over the past years, the province implemented the local overall development plan to 2020 with a vision to 2030. On that basis, overall urban plans, including 5 urban areas in the southern region of the province (Thu Dau Mot city, Thuan An city, Di An city, Ben Cat town, Tan Uyen town) and urban areas in the northern region of the province (Dau Tieng district’s Dau Tieng township, Phu Giao district’s Phuoc Vinh - Vinh Hoa, North Tan Uyen district’s Tan Thanh and Tan Binh, Bau Bang district’s Lai Uyen) were also approved.

In addition, the province paid special importance to urban management and development in line with the local socio-economic development in each period. The province also focused on setting up and approving urban development programs for the whole province and development programs for urban areas, namely Thu Dau Mot city, Thuan An city, Di An city, Ben Cat town, Tan Uyen city. As of now, the urbanization rate of the province has reached 82%.
Foundation development
Implementing the local planning with a strategic vision, Binh Duong has changed from a low-income locality to a high-middle income region. However, the province's challenge in avoiding a decline in economic growth during the middle-income period to enter the high-income development period is huge, being likely to be the country’s first locality facing a middle-income trap. In order to overcome the "middle income trap", maintain its growth rate and become a high-income area with the GDP per capita of at least US$12,000, Binh Duong is implementing integrated planning for the period 2021-2030, with a vision to 2050, the long-term goal of turning Binh Duong into a locality with global competition in terms of attracting, developing and retaining scientific talents.
According to the content of "Provincial Planning Orientation Framework for the period of 2021-2030, with a vision to 2050", Binh Duong must overcome the "middle income trap" under the 6-pillar strategy, including: Avoiding the trap of interrupted development through development with inheritability; avoiding the trap of productivity through innovation-based development; avoiding the trap of urbanization through integrated development; avoiding the trap of ecological environment through sustainable development; avoiding the trap of dependence through multilateral development; avoiding the trap of inequality through equitable development.
In order to achieve the above goals, according to the consulting unit of BCG, Binh Duong wants to overcome the "middle income trap", rising to a locality with good income, which must take people as the center in all strategies and attraction of people to live. Representative of BCG has evaluated Binh Duong as one of the country’s major socio-economic development localities while believing that with its trends, strategies and visions, Binh Duong will develop strongly in the future, becoming a national technology center. Proposing methodology for Binh Duong province’s planning, Assoc. Prof. Dr. Nguyen Hong Thuc, from the Institute of Settlement Research under Hanoi National University emphasized, planning and practice must go hand in hand. In the process of planning, the province needs to integrate specialized plans to make planning more flexibly. Assoc. Prof-Dr. Nguyen Hong Thuc also pointed out the local great advantages for the development of transport and industrial infrastructure. In particular, the province’s geographical position plays an extremely important role to promote the local development. She also proposed 6 pillars and development goals, including inheritance development, innovation, integrated development, green development, open development and overall development that Binh Duong province's planning needs to pay attention to.
Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation: Contributions by scientists are very important. Making provincial planning for the period of 2021-2030, with a vision to 2050 to ensure that the role and position of Binh Duong province is always promoted as one of the most dynamic developing localities in the southern region and the whole country. He suggested members of provincial Planning Steering Committee, leaders of departments and sectors in the province to further discuss research and actively join hands with experts to complete the local planning and ensure compatibility, coherence, linkage and synchronicity with regional planning. This task needs to ensure synchronicity among sectors, fields and localities in the province, meeting needs at present and creating a foundation for the development of the next periods.
