Provincial planning for 2021-2030, with vision to 2050: Building Binh Duong into a civilized and modern city

Early November 24, Binh Duong held a workshop at the beginning of provincial planning for the period of 2021-2030, with a vision to 2050. The workshop was attended by Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation, Head of provincial Planning Steering Committee; Nguyen Hoang Thao, Pernament Vice-Secretary of provincial Party Committee, Deputy Head of provincial Planning Steering Committee; Vo Van Minh, Vice- Secretary of provincial Party Committee, Chairman of provincial People's Committee, Permanent Deputy Head of provincial Planning Steering Committee. Attending the workshop were also experts from the National Institute of Urban and Rural Planning under the Ministry of Construction and representatives of departments, localities and businesses in the province.

Scientific, methodical

At the workshop, delegates heard consulting units presenting the following contents: Orientation about the integrated strategic framework and dynamic space of the province; assessment of the current status and orientation of socio-economic development in provincial planning; development orientation framework of Binh Duong province for the period of 2021-2030, with a vision to 2050. Accordingly, experts presented the current status, potential and position of the province in the Southern Key Economic Zone and the whole country, share development orientations to help the province take advantage and seize opportunities to carry out the mission of "innovation, breakthrough, creativity".

Building provincial master planning project for the period of 2021-2030, with a vision to 2050, the National Institute of Urban & Rural Planning has mobilized a contingent of experienced experts and architects to participate in. On the basis of assessing the current development status of technical infrastructure, superstructure, cultural institutions..., the consulting unit proposed a plan to build an integrated development strategy towards balance and harmony. Specifically, in order to complete the current status report and planning orientation framework, the consulting unit mobilized more than 120 experts to collect more than 500 data sets, conduct 50 meetings, analyze more than 200 texts over the past time. The consulting unit drew from scientific arguments, professional perspectives and based on the potentials and advantages of the province to build 6 pillars, 37 integrated tasks for the local development in the new period.

Experts and scientists in the field of planning and architecture have also proposed 6 development pillars in the integrated strategic framework, designing the integrated foundation for the new period for Binh Duong. In particular, building visions, goals, and orientations for the development of synchronous economic infrastructure, cultural and social institutions will be the key to success. In addition, experts also recommended that the province should have a proactive plan to convert to a form of development from an industrial city to a smart city with a balanced and harmonious development, putting people as the central subject of all policies.

At the seminar, Pham Thi Nham, Deputy Director of the National Institute of Urban & Rural Planning also shared contents related to the bottlenecks of the province,  thereby outlining orientations and solutions to help Binh Duong develop strongly. Accordingly, in the period of 2021-2030, with a vision to 2050, the province needs to develop solutions to remove bottlenecks in the development of resources and services in terms of natural, socio-economic, technical infrastructure... The strategy of building a smart city with the motto of "creativity - breakthrough - harmony" will be the solution to help the province overcome difficulties and challenges.

Worthwhile development

At the workshop, delegates gave opinions and professional perspectives to exchange and discuss in order to solve the bottlenecks and challenges, creating a solid premise for the province to have appropriate planning orientations. On the basis of analyzing and evaluating the feasibility and effectiveness of the master plan and sectoral plans, delegates and scientists gave constructive ideas, contributing to the completion of the local planning project.

Speaking at the workshop, Mr. Loi thanked experts for giving exact scientific opinions and arguments as a premise for the province to have right development orientations for the 2021-2030 period, with a vision to 2050. He also noted the content of the province's development orientation in the general planning of the whole country and the Southern key economic region; oriented planning, forming up sub-regions under the province to ensure clear assignment of responsibilities so that localities can support each other for mutual development.

According to the plan, from now to 2030, the province also needs to set up a plan and roadmap to propagandize, mobilize and support businesses to relocate factories and enterprises under the general policy. The planned land fund for industrial relocation is about 6,000 hectares. Provincial leaders also suggested that the consulting unit should focus on building planning for Thuan An city and Di An city, creating a basis for these localities to improve their competitiveness and show their leading role in the overall socio-economic picture of the province and the Southern Key Economic Zone.

In addition to focusing resources for economic development, the province will also strive to plan socio-cultural institutions to have commensurate development with economic development. Specifically, under the plan from now to 2030, Binh Duong is expected to spend land fund and State budget on investing in building, upgrading and expanding traffic infrastructure, building cultural institutions such as central theatre, cultural-sports centers, Binh Duong University village, etc. For the planning work to be really efficiency, effective and become a driving force for the local sustainable development, provincial leaders also recommended the consulting unit to stand side by side with the province. The planning work needs to be synchronized and unified from generalization to detail.

Speaking at the workshop, leader of the National Institute of Urban and Rural Planning pledged to join hands with Binh Duong to build into a worth-living city.

Speaking at the workshop, Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee, Deputy Head of provincial Planning Steering Committee, asked for the consulting unit to pay attention to 5 issues in planning work. He strongly agreed with the view of using the space in the northern localities to solve challenges of the southern cities. This is also a solution to balance and harmonize the development of localities that the province has oriented.

*Nguyen Van Hung, CEO of Becamex IDC Corporation: With the development momentum as in the past time, it is expected that in the coming time, the traffic demand of people and businesses in the area will increase sharply. Accordingly, in addition to making new planning, upgrading and expanding arterial traffic routes, the province also needs to accelerate the speed of planning the construction of the port system and consider the construction plan of railway lines.
*Vo Hoang Ngan, Director of provincial Department of Construction: The consulting unit should have a plan to re-evaluate construction planning contents on the basis of closely forecasting the population density growth in the province. In addition, it is also necessary to clearly define planning orientations and criteria on urban issues in association with traffic and problems related to flooding in the general development planning.
*Nguyen Thanh Tam, Chairman of Thuan An city’s People's Committee: The consulting unit needs to study a plan on setting up the planning of southern urban areas such as Thu Dau Mot city, Thuan An city, Di An city to become commercial and high-quality service cities. In particular, the potential for exploitation and construction of riverside urban models is quite large and has very good exploitation potential
