Speeding up site clearance for key works

In 2021, provincial Department of Natural Resources and Environment has assigned provincial Land Fund Development Center to coordinate with departments, sectors and localities to make compensation for key projects from the local State budget and enterprises’ projects transferred from the previous year under the direction of the province. As a result, the unit has completed 13 projects, including 7 under the State budget capital and 6 from enterprises’ capital.

Capital disbursement accelerated

A representative of provincial Land Fund Development Center said that the total capital plan allocated for key projects in 2021 is more than VND 1.44 trillion. Based on the plan assigned by the province, the center has coordinated with departments and localities to disburse VND408.8 billion. It is expected that from now until the end of December 2021, the unit will further accelerate capital disbursement by additional VND439.5billion. Thus, the figure in 2021 has amounted VND848.3 billion, or 58.86% compared to the year’s capital plan assigned.

Many socio-economic activities in the province were forced to suspend or be interrupted for a long time, due to Covid-19 pandemic. Although having great efforts in professional work, the local functional agencies have still not completed the progress of compensation and site clearance for a number of key projects. It is known that for undisbursed capital, the local functional agencies will recheck and quickly make payment for organizations and people in the last months of 2021 and early 2022.

Although being affected by Covid-19 pandemic, in general, the work of compensation and site clearance at groups of key works is well coordinated by functional units and localities. Noticeably, the province’s key projects, including the project of upgrading the National Highway 13, the project of North Tan Uyen - Phu Giao - Bau Bang arterial road, the expanded Bau Bang Industrial Park, the expanded South Tan Uyen Industrial Park...are implemented very fast.

Thanks to close coordination between functional agencies and localities, up to now, Bau Bang district’s People's Committee has approved a plan on compensation in 4 phases (1, 2, 3, 4) for 72 out of 85 cases with VND296.14 billion. So far, the locality has completed compensation for 63 out of 73 cases with a total amount of VND270.19 billion. The remaining 9 out of 12 cases with the amount of VND 25.95 billion have not been compensated yet. According to provincial Land Fund Development Center, the task is expected to be completed ahead of December 2021.

Land valuation under good completion

For infrastructure development investment, survey and determination of land fund to serve works is always considered as a prerequisite factor. In particular, the investigation, survey and completion of the draft land valuation for each area in a timely manner will help compensation and site clearance go smoothly and quickly. Realizing this, for many years, provincial Department of Natural Resources and Environment has always had creative ideas and views, promptly advising functional agencies on practical solutions for compensation and site clearance.

Ngo Quang Su, Director of provincial Department of Natural Resources and Environment said that under the direction of the province, in 2021, the department has assigned provincial Land Fund Development Center to coordinate with consulting units to conduct a survey assessing specific land prices for 5 works. As a result, up to now, provincial People's Committee has approved the specific land prices for 2 projects, including the North Tan Uyen - Phu Giao - Bau Bang project at the Phu Giao - Bau Bang section and the expanded South Tan Uyen Industrial Park project of the phase II. Among them, there are 2 projects under the appraisal competence of provincial Department of Natural Resources and Environment. The local land price appraisal council also held a meeting to approve the projects of upgrading, expanding the National Highway 13 and the Bau Bang Industrial Park. The consulting units are collecting legal documents in accordance with the opinion of provincial Department of Natural Resources and Environment before being approved by the land price appraisal council.

In 2021, the local functional agencies have also coordinated with localities and specialized sectors to measure, inventory land and assets on land, collect and complete inventory records to set up a compensation plan for 217 households and 38 organizations under 4 projects. This is one of the important professional tasks to help reduce the risk of disputes and lawsuits related to the process of compensation and site clearance, especially for key projects in the province.

Thanks to good coordination with functional agencies and localities plus propaganda and mobilization well implemented, over the past time, provincial Natural Resources and Environment mobilized 331 cases getting compensation and handing over their sites to investors of the projects for timely implementation. This was one of the key factors to help reduce capital bound, due to waiting for construction for key projects in the province.

Recently, provincial Department of Natural Resources and Environment has also assigned the Land Fund Development Center to coordinate with consulting units to conduct a survey determining the remaining investment costs in land for 8 organizations in 3 works, determining the cost estimate for construction of 1 work. As a result, in the first 11 months of 2021, the unit has completed the survey and determination of investment costs for 6 organizations in 2 works that are applying prices, making plans. It is expected that they will be approved by the compensation council in early December 2021 to have a basis to submit to competent authorities for approval of compensation and support plans. As for the two organizations under "the Project DT743 with section through Di An city", consulting units are amending legal documents in accordance with to the opinion of provincial Department of Finance. It is scheduled to be approved by the compensation council in early December 2021.
