Standing side by side with enterprises for sustainable development and recovery

On October 23, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee and members of provincial Working Group supporting organizations, individuals and enterprises to remove difficulties for production and business recovery, visited and worked with Panko Vina Co., Ltd. and Chanh Duong Paper Factory Co., Ltd in the My Phuoc Industrial Park in Ben Cat town.

Safe production

Working with the above enterprises, Mr. Minh emphasized that departments, functional sectors and leaders of enterprises in the province need to discuss specific solutions to remove difficulties. “The local authorities at all levels, sectors and enterprises need to carefully discuss how to ensure production recovery in the new situation with safety for workers, not to form outbreaks in enterprises, industrial parks and compounds. They need to jointly solve the shortage of labor resources; ensure healthcare in factories, circulation of goods and take care of the lives of workers ... ", he requested. Talking with the two enterprises, the phrase of "ensuring safety" to maintain achievements and ensure sustainable development was emphasized by him. All-level authorities, sectors and enterprises must try to put forward effective solutions while absolutely not letting large outbreaks occur in enterprises, affecting workers' health and production.

Byun Jae Woong, General Director of Panko Vina Co., Ltd in the My Phuoc Industrial Park said that one of the biggest difficulties at present is that enterprises are facing is the lack of laborers when resuming operations, making efforts in maintaining the supply chain of the garment sector. As of now, the company has resumed operations with about 4,800 out of 7,000 employees back to work. The company wanted to receive support from all-level authorities to welcome workers back, recruit more workers as well as being guided more on issues of ensuring Covid-19 prevention and control in factory, recovering sustainable production under the outlined roadmap.

Li Xin, General Director of Chanh Duong Paper Factory Co., Ltd., said that with a total area of ​​30,000 square meters, the company now has 2 paper production lines with the annual output of 550,000 tons. After its second-phase project came into operation, the company has become one of Vietnam’s largest paper packaging factories. “The company has still maintained production with about 90% of employees to work. After more than 3 months for workers to stay at the factory, the company is adding more workers to increase capacity and return to normal operations. However, the company is facing a backlog of goods, due to difficult circulation over the past time. The company wants the local authorities at all levels to create conditions for its 37 experts to return home and welcome European experts to its factory to work”, said Mr. Li Xin.

Adapting to new conditions

Huynh Thanh Ha, Deputy Director of provincial Department of Health said that production-business recovery is an urgent requirement in the current situation. However, it is extremely difficult for enterprises to recover production and business while ensuring safety for workers ‘health. This requires enterprises with a large number of workers like Panko Vina to have medical stations and doctors to be able to ensure a timely response in the pandemic situation. Mr. Ha also asked for the company to strictly control the pandemic to ensure production safety. The company needs to be proactive to detect and isolate F0 cases in the factory, closely contacting the health sector and local authorities for timely solution. From now to year-end, the company should recover 75 - 80% of capacity. All are to prepare for a long-term plan, instead of impatiently making production that can lose anti-epidemic results.

Making economic recovery, supporting enterprises to resume operations is a difficult and long-term task, so all-level authorities and sectors will accompany enterprises, helping them quickly recover and stabilize production. Regarding workforce, all-level authorities and sectors suggested that enterprises should coordinate with workers who stay and work at the factory to call for skilled workers to come back to work in order to secure orders. The local functional sectors will contact other provinces and cities to support enterprises to pick up workers back to work; support enterprises to organize vaccination for workers who come back to work, ensuring safety in order to participate in production.

Regarding difficulties in goods circulation, Nguyen Anh Minh, Director of provincial Department of Transport said that the situation of inter-regional goods circulation is now basically smooth under the new regulations. Provincial Department of Transport is further coordinating with localities in ensuring circulation of goods and people’s travel with appropriate solutions.

The entry of experts and skilled workers is one of concerns by many enterprises at present. Provincial Department of Foreign Affairs will support experts to come to Binh Duong and return home in accordance with their aspirations. The province does not organize concentrated isolation for experts who have got full two shots of Covid-19 vaccines and testing in their countries before coming to Binh Duong to work.

Mr.Minh stated: "The role of experts is very important. Many enterprises are unable to produce if having no experts. Therefore, it is necessary for the province to create maximum conditions for enterprises in this task, but ensure safety and effective pandemic prevention."

Provincial People's Committee Chairman wanted that enterprises will further maintain close relationships with all-level authorities, departments and sectors to promptly reflect difficulties in production, Covid-19 prevention and control in the current situation as well as plans on business expansion towards sustainable development in the province.
