Thuan An city focus on building self-defense forces in enterprises

Up to now, Thuan An city has built 32 focal points of militia and self-defense units including 6 self-defense units organized in 100% foreign-invested enterprises (FDI), and 2 units of self-defense positions held at enterprises without Party organization in the city. According to the assessment as the self-defense force at enterprises was established and put into operation, the political security situation, social order and safety remained stable as recognized and evaluated by many businesses.

Wide-spreading and strong forces constructed

Determining that the work of building a strong and widespread militia and self-defense force is one of the important tasks in the Party's military-defence policy and the responsibility of all levels, branches and the whole political system, over the past time, the Military Command of Thuan An city has chaired and coordinated with relevant departments, agencies and mass organizations to actively advise the Party Committee and People's Committee of the city to issue documents to lead and direct the group regarding the implementation of the construction, training and operation of self-defense units in FDI enterprises and self-defense units in enterprises without Party organizations. At the same time, the Military Command of the city guides business owners or legal representatives of enterprises on the process and procedures for establishing self-defense units in accordance with the roadmap, plan and training and operating in accordance with the principles and provisions of the laws.

Senior Lieutenant Colonel Nguyen Van Minh, Commissioner of the Military Command of Thuan An city, awards certificates of merit to self-defense units in the enterprises for doing well the assurance of political security, social order and safety in 2022.

Up to now, the whole city has built 32 focal points of militia and self-defense units including 10 communes and wards. Regading 9 agencies, organizations, administrative and non-business units and 13 enterprises of all economic sectors, 6 self-defense units are organized at FDI enterprises and 2 self-defense units are organized at enterprises without Party organization in the city. The percentage of Party members in the militia and self-defense forces reached nearly 33%, and particularly the party members in self-defense over 56%.

The Military Command of the city organizes training to ensure the operations of the self-defense forces on such contents as training on target protection options to protect agencies and production workshops, on plans for prevention, combat, and overcoming of consequences of natural disasters, rescue and relief, fire prevention and fighting, on guard patrols, principles and tasks in the prevention and control of developments and on coordination in preventing strikes.

Security and order well ensured

Implementing the consensus on promulgating operating documents, the city Military Command coordinated with the city Police and VSIP Asset Management Service Co. Ltd. to agree to issue regulations on coordination of activities to protect political security, social order and safety and national defense tasks in the industrial zone; to guide self-defense units to develop a system of operational plans in accordance with the government's Decree 02/2020/ND-CP dated June 30, 2020; to plan for protection of the company; at the same time, to maintain relatively good readiness during the peak of holidays and Tet. Thereby, the activities have contributed to the protection of assets for businesses and employees. As a result, self-defense units organized 877 patrols with 2,166 turns of forces patrolling mainly inside and around the company's perimeter.

Evaluating the effectiveness of self-defense forces in enterprises, Ms. Nguyen Thi Hien, Deputy Chairwoman of Thuan An city People's Committee, said that in the past, functional forces operating in industrial parks and clusters were still thin, which was mainly the police force of the industrial park station and the standing militia in the industrial park to conduct the protection of businesses, infrastructure companies; therefore, the maintenance of political security, order and social safety in the area of industrial parks and clusters still faces many drawbacks. The situation of theft of business assets, fires, explosions, robberies had occured a lot, especially on roads in industrial parks and clusters when workers come back from work at night. In addition, the situation of strikes was complicated and prolonged due to the lack of timely information. Since the self-defense force of enterprises has been focused on building, establishing and putting into operation, the political security situation, social order and safety has been stable. Thefts and robberies have greatly reduced. These results have been recognized and appreciated by many businesses.

According to Ms. Nguyen Thi Hien, the building of pivotal models on local military - defense, militia and self-defense is the right policy, which is suitable with the process of urbanization, industrialization and development of the city. Therefore, in the coming time, the city will continue to direct the units to focus on building self-defense forces for FDI enterprises and enterprises without Party organization in industrial parks and clusters; at the same time, actively advises on the deployment and replication of pivotal models on building "comprehensively strong" units, building 100% of the headquarters of the commune-level military command board to meet standards associated with increasing production and improving the life of the standing militia forces in accordance with the laws and the Law on Militia and Self-Defense in accordance with the actual situation of the locality.
