Thuan An City to timely support workers in times of difficulty

During the development process of Thuan An City, leaders of the city and related branches always take care of workers, especially workers having difficult circumstances. The regimes and supports were carried out in a timely manner, helping workers in difficult times, thereby strengthening their commitment to work, contributing to the overall development of the city.

Timely support in times of difficulty

Thuan An City determines that workers play a very important role in the socio-economic development of the locality. Workers are persons who working directly in factories, companies, in all fields of the industrial economy. Therefore, taking care of workers, helping workers to work with peace of mind, stabilize their lives is always a task concerns the Party, city authorities and related branches, organizations to have many practical activities and programs implemented, especially in difficult times.

Nguyen Van Nam, Head of Labor, Invalids and Social Affairs Office of Thuan An City, said that during the fourth Covid-19 wave, Thuan An City was one of the localities heavily affected by the pandemic. Although the city encountered numerous difficulties, taking care of and solving difficulties for people in general and workers in particular was one of the urgent tasks set by Thuan An City in the Covid-19 prevention control.

The city tackled timely issues of social security and policies in an urgent time as soon as the relief policies of the Central and Provincial governments were promulgated, such as Resolution 68, Decision 09 of the Provincial People's Committee, Resolution 04 of the Provincial People's Council, Decision 12 of the Provincial People's Committee, Decision No. 18 of the Provincial People's Committee, and recently the relief package under Decision 08 of the Government on supporting rent for workers. Nam said: "Based on directives of the City People's Committee, we mobilized the whole political system from the city to the grassroots and the help of volunteers, who are Youth Union members and officials of provincial departments and branches, to jointly implement the relief for people in a timely manner."

In 2021 and the first months of 2022, the pandemic affected the production, business, livelihood, people's life and also the employment of workers. In this context, Thuan An City continued to organized social security activities to help workers overcome difficulties. Accordingly, the City People's Committee directed Labor, Invalids and Social Affairs Office, functional sectors, and local administrations to create the best conditions for businesses in the area to maintain production, business and goods transportation activities. Thuan An City supported businesses in the most difficult time to well implement the "dual goal" while ensuring the prevention and control of the pandemic, ensuring socio-economic development.

For workers, People's Committee of the city directed relevant branches to promptly pay allowances from relief packages to the people, such as: relief package of Resolution 68, suspension of work, layoff, rent support package, food support package according to the spirit "no one goes hungry, do not leave anyone behind" so that workers felt assured as implementing disease prevention and control and staying, continuing to work in Thuan An City.

The City's Labor, Invalids and Social Affairs Office urgently implemented support packages and gained specific results: aided 144,418 free-lance workers as prescribed in Decision 09 of the Provincial People's Committee, with total support of VND 216 billion 627 million; aided 447,667 cases entitled under Decision No. 12/2021/QD-People's Committee (food support), with total cost of more than VND 223 billion 833 million; supported 447,665 cases entitled under Resolution No. 04/2021/NQ-HDND (rent allowance for people staying in lodging houses), with total support of VND 127 billion 183 million; to support 8,635 people who are poor, near-poor people, vulnerable groups, people having difficult circumstances according to Decision 18 of the Provincial People's Committee, with total cost of more than VND 9 billion; to support 162,591 workers whose their work contract were suspended due to the disease, who took unpaid leave, with total amount of more than VND 568 billion 540 million...

To soon implement a new support package

Thuan An City is a locality that thrives on industry, commerce - services. The city has many industrial parks and clusters, with more than 10,000 businesses. Therefore, in addition to the local workforce, Thuan An City has attracted a large number of workers from other provinces and cities throughout the country. According to Nguyen Van Nam, the whole city has more than 600,000 people, of which more than two-thirds of the population are migrant workers coming from other provinces and cities.

Currently, the pandemic has been brought under control, workers' lives have returned to normal, many relief packages have been carried out and paid by the city. However, according to Nam, there are currently some relief packages that are in process, due to the lack of in-time additional funding and the re-check of cases of repeated declaration, cases not being entitled to the support to promptly revoke allowances for these cases and transfer to the state budget. "We are processing some packages, including free-lance worker package, work suspension and termination package under Resolution 68 of the Government. Particularly, regarding the new package according to the Government's Decision No. 08 on supporting rent for workers, we will continue to mobilize human resources, coordinate with enterprises, social insurance agency of the city to provide specific instructions for implementing timely this relief package for workers according to the regulations," Nam said.
