August 1, Binh Duong Provincial Party Committee’s Standing Board holds a conference for key officials to learn and grasp up conclusions and the 5th Resolution of the 11th tenure Central Committee of CPV (the 5th Resolution). Binh Duong Newspaper reporter interviewed Deputy Director of Provincial Communication and Education Board, Mr. Nguyen Huu Loc before the conference starts.

Mr. Nguyen Huu Loc:
The plenum on May 15-17 in Hanoi summed up the contents of:
- Constitution 1992 implementation and some major contents of Constitution 1992 needs adding and amending;
- Conclusion of the 7th Resolution of the 9th tenure Central Committee of CPV on continual reforms of land policies and legal regulations in the stage of industrialization and modernization;
- Conclusions on some matters of salary and salary reforms until 2020;
- Conclusions on continual implementation of the 3rd Resolution of the 10th tenure Central Committee of CPV on “Party leadership boost to fight and prevent corruption and wastefulnesss”; and,
- Resolution on “some social issues in 2012-2020 period”.
The contents are vital to sustainable development of the nation for this tenure and in the long-term.

Could you please tell us the meanings of learning and grasping the mentioned conclusions?
Mr. Nguyen Huu Loc:
The tasks are required by Guidance No. 52/HD-BTGTW dated May 22, 2012 of Central government’s Communication and Education Board. The purposes are to help sectors, agencies, officials, and Party members to firmly understand the conclusions and broadcast them to the people in a bid of clearing out wrong and misleading points of view and sabotage of the Party organization.
By the learning and grasping of the 5th Resolution, policies and guidelines of the Party and legal regulations of the State are observed to maintain political stability and social order. The learners should creatively implement such policies and guidelines in their own work and studies in a bid of constructing and defending the nation.

Mr. Nguyen Huu Loc:
According to the plan, purposes and meanings should be highlighted while staying focused on Constitution refinement, land policy reforms, social policies, salary policies, anti-corruption, and anti-wastefulness.
In formality, the speech lecturers shall report on contents of the agenda in one and a half day based on available information about the Resolution No. 5.
