To build up trade union institutions to serve workers

Provincial government and trade unions at all levels have been invested in and built up trade union institutions, kindergartens, cultural centers for workers to constantly improve the cultural and spiritual lives of workers.

Children of workers learn and are cared for at Kindergarten 28-7.

Schools for worker's children

Tran Thi Luong, a worker of Saigon Coffee Factory, Trung Nguyen Group Joint Stock Company (My Phuoc 2 Industrial Park, Ben Cat Town), hometown in Quang Ngai and has a 3-year-old son learning at Kindergarten 28-7, said that as the child was born, grandmothers living in other provinces had to take turns looking after the baby for the couple to go to work. Later, both grandmothers were busy with farm work and not able to take care of their grandchildren, hence the couple had to find a school for their child. Private kindergartens have expensive tuition fees, which plus overtime fee will be over 2 million VND/month, but have many potential risks. Workers often have to work overtime until 7.00 pm, while public schools only care for their children until 5.30 pm. With an income of over 16 million VND/month, both the husband and wife have to live sparingly to afford essential needs of the family, raise their child, and have absolutely no savings.

Informed by a friend, Luong went to Kindergarten 28-7 to register for her child. “The school has very spacious, airy, clean facilities, the tuition fee is reasonable to my family's income. The school also provide day care on Saturdays; and parents may register for overtime caring, I feel so assured to work as my child is cared at this school", Luong said.

Kindergarten 28-7 (My Phuoc 2 Industrial Park, Ben Cat Town) was invested and built by the Provincial Confederation of Labor with a support from the Vietnam General Confederation of Labor and socialization sources. This school meets the demand of local residents, especially children of workers of enterprises in Ben Cat town. Nguyen Thi Nhung, Principal of Kindergarten 28-7, said that the school currently has 13 classes to meet the demand of nearly 400 children. The school collects tuition fees according to the State's regulations, namely 90,000 VND/month/child, daily meal charge (4 meals) of nursery classes is 28,000 VND/day and of kindergarten classes is 30,000 VND/day. The school also provides childcare outside office hours and on Saturdays to help workers feel assured working overtime.

Nguyen Hoang Bao Tran, Vice Chairwoman of the Provincial Labor Confederation, said: “The demand for daycare and kindergarten of workers' children is very urgent. To be able to work, many workers have to accept sending their children back to their hometown to ask for help from grandparents, or sending them to private daycare groups, where are in insufficient safety conditions. That is also the main reason for the Provincial Labor Confederation to propose investment policies and fund from the superior trade union, local government and socialization source to build schools for workers' children; at the same time creating a spreading effect on the business community in the province, especially enterprises with a large number of employees to encourage building kindergartens for workers' children.

In order to meet recreation, sport and health training demands of workers, the province also invested in Binh Duong Labor Culture Center in Viet-Sing Residential Area (An Phu Ward, Thuan An City), with functional areas, convention center, multi-purpose gymnasium, square for outdoor events, swimming pool... The total investment is nearly 80 billion VND, of which the Central budget financed more than 12 billion VND, the provincial budget nearly 37 billion VND, Vietnam General Confederation of Labor and the provincial Labor Confederation more than 31 billion VND.

To continue building many institutions for workers

Chairwoman Nguyen Kim Loan said the construction of trade union institutions to constantly meet the demands of workers. Specifically, Worker Cultural Center of Ben Cat Town, with a total area of 10,644m2, a total investment of nearly 70 billion VND, of which 49 billion VND was funded by the Provincial People's Committee, 21 billion VND by provincial Labor Confederation; it is expected that the project would be checked and put into use in the second quarter of 2022.

The project of Di An City Workers Cultural Center has an area of 4,159m2, with an estimated total investment of 50 billion VND, of which 35 billion VND from the Provincial People's Committee, 15 billion VND from Vietnam General Confederation of Labor, the execution time is expected to be from 2022-2025. Besides, there are other works such as Binh Duong Provincial Trade Union Activity Center with an area of 6,991.9m2, with a total investment of over 387 billion VND, over 313 billion VND from provincial Labor Federation, over 73 billion VND from Provincial People's Committee; Labor Culture Center of Bau Bang District (Bau Bang Industrial Park) invested by the Vietnam General Confederation of Labor with an area of 30,000m2... have also been executed.

“In order to improve the material and spiritual life of union members and workers, the provincial Labor Confederation proposed Provincial Party Committee and the Vietnam General Confederation of Labor to continue having more policies to support workers, especially building new trade union institutions, such as social housing areas for workers with rental and purchasing prices suitable to workers' incomes; kindergartens for workers' children; cultural areas near industrial zones so that more workers can benefit from these," said Loan.
