Urgently commencing construction of project upgrading and expanding DT746 street

Surveying a project on upgrading and expanding DT746 street last morning (August 24), Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation asked for relevant units, Tan Uyen town and North Tan Uyen district to urgently implement compensation and site clearance. This street plays an important role in connecting Vietnam Singapore Industrial Park (VSIP) III with the belt road 4, not only facilitating traffic, but also opening up development space in the region.

Focusing on compensation and site clearance

The project of upgrading and expanding DT746 street with the section from Tan Thanh junction in North Tan Uyen district to Hoi Nghia junction in Tan Uyen town was approved by provincial People's Committee in late 2020 with a total investment of over VND1.49 trillion, with a total length of nearly 11,400m with 6 lanes divided into 3 bidding packages for construction. Currently, relevant units are urgently implementing compensation and site clearance for the project.

Vo Ngoc Sang, Deputy Director of the Traffic Construction Investment Project Management Board said that the project’s section through North Tan Uyen district has 672 affected households, individuals and organizations. Functional sectors have completed measurement and issued a notice on land acquisition for 580 out of 762 households, reaching 86% of total. The section through Tan Uyen town has 452 affected households, including 396 notified of land acquisition or 88% of total. As of now, the project’s consulting unit has surveyed land prices, completed contract procedures with North Tan Uyen district and Tan Uyen town’s Centers for Land Fund Development to submit them to the Compensation Council for approval. In order to ensure conditions for construction site under the implementation schedule of the bidding package before issuing the bidding documents in accordance with the provisions of the Bidding Law while  ensuring capital disbursement for 2022, the Traffic Construction Investment Project Management Board has proposed the People's Committee of North Tan Uyen district and Tan Uyen town to direct relevant units to speed up the process of setting land recovery documents in order to soon complete compensation land prices for appraisal and approval, thereby issuing a decision on land recovery, compensation plan and payment of compensation for handing over the construction site for the project.

Affirming the importance of the project to upgrade and expand DT746 street, Mr. Loi requested the Traffic Construction Investment Project Management Board to coordinate with Tan Uyen town, North Tan Uyen district and relevant units to urgently complete compensation and site clearance, conduct construction and installation bidding so that the project will be built on November 2022.

Provincial Party Committee Secretary noted that in compensation work, the rights and interests of the people must be ensured. Relevant units need to  persistently mobilize people so that they can understand the importance of the project, thereby creating a consensus on handing over the site for implementation of the project for the general development of the locality in particular and the province in general. He also requested that in September 2022, the project’s compensation procedures must be completed. The project’s site clearance and disbursement will be carried out in October and the project will be officially started in November 2022. He noted that during the implementation process, if there are difficulties, units must promptly report them to provincial leaders for settlement.

Projects in province rechecked

On the morning of the same day, provincial Party Committee Secretary and the delegation checked the implementation progress of the Project on central park and overall technical infrastructure of the War Zone D memorial site in North Tan Uyen district’s Dat Cuoc commune. The project has been implemented since 2013 with total investment of over VND391billion from the State budget.

According to representative of provincial Construction Investment Project Management Board, a number of bidding packages for construction of the project, including road, power water supply, rainwater drainage systems, traditional house, memorial monument...Currently, the project’s bidding package to build the monument pedestal, core and supplemented construction items is under construction. However, many reasons like Covid-19 pandemic have fluctuated material prices, affecting the progress of building and completing bidding packages.

After hearing a report on the progress of the bidding packages as well as obstacles during the process of the project implementation, Mr. Loi asked for relevant units to focus on completing the remaining items of the project. He also noted that relevant units need to rejuvenate and ensure the beauty around the completed construction items while further studying and proposing solutions to remove difficulties for the implementation of the remaining items. The completed construction investment items need to be put into operation and use, not letting the whole project have to wait for one item. He emphasized that this is a project lasting many years, so it is necessary for the province to calculate and review in order to find solutions to overcome difficulties.

On the occasion of the working session, provincial Party Committee Secretary also asked for provincial Construction Investment Project Management Board, relevant departments and agencies to review all projects in the province to see how many projects with prolonged construction, how many projects with capital adjustment... to report them to the province for settlement, ensuring the promotion of their objectives as well as saving and using the State budget reasonably.

Regarding the implementation of the belt road 4, according to provincial Department of Transport, the province has so far invested in a number of sections with a length of nearly 23km out of 48.3km through Binh Duong province. Of these, the section through North Tan Uyen district is 16.5 km long in 4 communes: Thuong Tan, Tan My, Tan Lap and Binh My. Provincial Party Committee Secretary has requested relevant agencies to urgently complete investment procedures under the regulations, striving so that they will be approved by the National Assembly in May 2023.
