The MoU is hoped to facilitate the child adoption as well as promote the best interests of foster children and guarantee their social welfare.
The MoU states the Article 17 of The Hague Adoption Convention saying a child should be entrusted to prospective adoptive parents if the Central Authorities of both States have agreed on the adoption and ensured the child will be authorised to enter and reside permanently in the receiving State.
According to the MoU, no compensation relevant to Vietnam and Malta’s intercountry adoption ought to be paid, except money allowed in The Hague convention, the respective countries’ law, and agreements previously reached by the two nations’ Central Authorities.
The Malta delegation led by Minister of Family and Social Solidarity Michael Farrugia is on a visit to Vietnam from June 25-28.
