Well tapping land fund for socio-economic development

Being associated with many arterial roads passing through the province is potential lands that are about to be explored. In order to promote the efficiency of these lands, right from the time of planning the construction of roads, the province has set up a plan to tap this land fund to create resources for the local socio-economic development in the new period.

Necessity

As an industrial province, with the top economic growth rate of the region and the whole country, Binh Duong is currently a "worth-living land" of more than 2.6 million people. Among them, more than 1.2 million people are immigrant workers who always aspire to own a house to live and work in peace and contentment. In the social welfare project, which is associated with planning and construction programs of social housing areas to serve low-income workers promulgated by the province, from now to 2030, the province will strive to complete its housing targets for people and workers.

Speaking at the groundbreaking ceremony for the construction of a social housing area of 1,000 apartments in Thu Dau Mot city’s Chanh My ward, Minister of Construction Nguyen Thanh Nghi highly appreciated the efforts by the province in the policy of planning for resettlement in general and social housing for low-income workers in particular. Accordingly, Binh Duong is one of the country’s leading localities in effectively implementing support policies for low-income people in urban areas and housing for workers.

Speaking at the recent meeting of provincial People's Committee, Vo Van Minh, Vice-Secretary of provincial Party Committee and Chairman of provincial People's Committee said that the province is currently assigning provincial Department of Natural Resources and Environment (DoNRE) to coordinate with other departments and localities to advise on the plan on bidding and auctioning large fund on two sides of arterial roads to make land fund for resettlement. Up to now, the work of surveying, evaluating, appraising and planning the construction of 1/500-scale planning map has basically been completed. Currently, the province is waiting for departments and localities to raise their opinions based on professional perspectives and legal conditions in accordance with regulations before conducting on large scale.

New residential areas to be formed up

In order to solve the traffic story associated with regional economic development, in the period of 2021-2025, with a vision to 2030, the province will mobilize all resources to accelerate the investment progress of key traffic routes, namely the belt roads 3, 4 in Ho Chi Minh city, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway... In parallel with the investment and construction of these roads, the planning of adjacent lands to use for the purpose of implementing projects on urban development, services, trade, logistics ... have also received attention from the province.

Specifically, the province has assigned the DoNRE to coordinate with other departments and localities to be proactive to set up a "Plan for exploiting land fund, generating revenue from land for socio-economic development of Binh Duong province in the period of 2021 - 2025 and orientation to 2030". And the goal of the development of the plan is for the locality to actively put land plots to conduct auctions of land use rights (for cleared land fund) and bid for projects using land (for uncleared land fund), aiming at increasing revenue from the land fund to serve the local socio-economic development in the period of 2021-2025, with a vision to 2030.

Nguyen Thi Bich Thuy, Director of the Land Management Sub-Department under provincial DoNRE said that through reviewing and coordinating with other departments and localities, the DoNRE has so far advised and reported to provincial People's Committee on the draft plan to exploit the land fund, including 36 zones with an area of ​​17,925 hectares. Of these, there are 7 clean land areas with a total area of ​​274 hectares managed by provincial Land Fund Development Center, applying for the policy of auctioning land use rights in the period of 2022-2024; 29 urban development areas (combined with TOD points) with a total area of ​​17,651 hectares planned in association with the belt roads 3,4 in Ho Chi Minh city, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway under the proposal of implementation in the form of bidding for investment projects using land after 2025 and 2030.

According to a plan given by provincial People's Committee, the capital source for implementing the plans to exploit the land fund will be advanced from the capital of the land development fund in the case of compensation and site clearance to create the clean land fund and then implement the task of auctioning land use rights; come from investors in the case of implementation through bidding for investment projects using land. Thus, the survey and review of the land fund to deploy the plan to exploit the land fund for the local socio-economic development has basically completed the first items. With a sure roadmap and implementation plan, in accordance with the law, it is believed that Binh Duong will form more new residential areas, creating a busy urban connection along the main roads in the near future.

In order to speed up the implementation of key work groups, over the past time, the province’s functional sectors and localities took drastic actions, strengthening propaganda and mobilization of people to promptly hand over land fund to investors of the projects. Up to now, the work of compensation and site clearance for the construction of key traffic routes has achieved good results. The majority of people agreed, quickly handed over the site to investors for implementing the projects
